Problems/Comments

In the spring of 2015, during the demolition of the fueling system and removal of supply lines of the former Chevron truck loading rack north of the Hoonah Trading Company store, petroleum-contaminated soil was confirmed above DEC cleanup levels. The truck loading rack was in operation from the 1940s through the 1980s. The property is currently owned by North Pacific Trading, LLC, formerly known as Wards Cove Holding, LLC.

10/3/2016 Document, Report, or Work plan Review - other DEC approved by letter today Notification of a Petroleum Release from a Former Tank Farm letter/report submitted by G-Logics Inc. for Wards Cove Packing (WCP) regarding a tank farm reportedly formerly operated by Chevron from the 1940s to the 1980s. WCP also has had an interest in the site since the mid-1970s. Six above ground storage tanks (ASTs) and related appurtenances, including a truck rack pump station entered as a separate site on the CS Database. Site investigation indicates soil contamination by release of leaded gasoline and diesel to surface soil. Groundwater was encountered on average at two feet below ground surface. Bruce Wanstall

DEC requested a removal action be hand-performed at the piping bulkhead, follow the approved work plan to characterize the piping bulkhead and the truck rack removal site for benzene, toluene, ethylbenzene, and total xylenes and/or polycyclic aromatic hydrocarbons, conduct sub-slab sampling under the maintenance building at the truck rack, and submit the condition and location of the ten super sacks loaded with DRO contaminated soil. G-Logics Inc. submitted the Plan to DEC for approval regarding additional site characterization sampling and environmental cleanup at the referenced Site. Sub-slab probes will be installed and sampled in accordance with DEC’s Vapor Intrusion Guidance for Contaminated Sites dated January 2017. A tracer leak test will be performed on each probe prior to sample collection to assess the seal between the probe and the soil slab. Soil gas samples will be collected in 1 liter summa canisters fitted with 15 minute flow regulators. Shut in tests will be performed on the sampling train (and before sample collection) to assess the seal between the summa canister and the sample tubing. Soil removal will take place in the fuel pipe area at the shoreline bulkhead. Soils with odor or staining will be hand excavated and placed into super sacks. Confirmation samples will then be collected after removal or an obstruction is reached. Bruce Wanstall

The report details the 2017 characterization of the Truck Rack and Fuel pump island area. GRO is present in surface soil above human health cleanup levels. DRO is present in surface soils above ingestion cleanup levels. Naphthalene and xylene are present above migration to groundwater cleanup levels in surface soil. PAH were detected above NOAA SQUIRTs values in sediment at the fuel pump island. ADEC received revised report on 6/17/2019 because of delays from the insurance company. 7/1/2019 Site Characterization Workplan Approved The 2019 characterization work plan includes sampling of the pore water, sediment and soil at the truck loading rack area and fuel pipe area.
