Problems/Comments

The subject property is approximately 28 acres on the North bank of Clarks Slough and was a homestead and small fish saltery prior to being purchased in the 1950s and operated as a cannery, that is no longer in use. In September 2012 site reconnaissance activities confirmed the presence of numerous potential sources of contamination including: 11 aboveground storage tanks, approximately 50 drums of waste oil, anti-freeze, and other substances, and 2 pallets of lead-acid batteries. There are multiple potentially-contaminated areas associated with cannery operations and power generation on the site. Diesel range organics and polynuclear aromatic hydrocarbons have been confirmed in soil above DEC cleanup levels. The cannery has been closed for years and access to the site is restricted to boat or helicopter.

7/6/2017 Site Characterization Workplan Approved The Alaska Department of Environmental Conservation (DEC) has completed its review of the Queen Fisheries Clark Slough Cannery (Revised) Site Characterization Work Plan dated July 5, 2017. The work plan provides details on site background, details areas of concern and proposes a work plan to address the immediate concerns at the site. DEC has no objections to this workplan. 3/12/2018 Site Characterization Report Approved The ADEC has reviewed the "Queen Fisheries Clark Slough Cannery - Part 1 Cleanup Report". This report details the site work preformed during 2017 which included immediate site hazard characterization, drum consolidation and removal, paint chip sampling, and former fuel storage systems inspections. Approximately 120 containers of waste were consolidated into 57, DOT approved drums, and transported off property for disposal, 17 of which contained USEPA RCRA Regulated hazardous waste. Analytical soil samples were collected from under the aboveground, small diameter fuel pipes in section 1, from soils abutting the foundation of a small dilapidated structure in section 1, and from outfall drains by the cannery powerhouse in section 2. Petroleum stained soils and lack of vegetation were clearly visible around the tank farm concrete pad, and where the two fuel pipes from the above-ground tank (AST) system diverge. All samples contained diesel range organics above ADEC B2 Method 2 migration to groundwater cleanup levels with concentrations up to 54,300 mg/kg. Two analytical soil samples were collected from the soil outside a small building in section 1 to analyze for lead based paint. Samples contained concentrations up to 55.5 mg/kg lead and up to 0.340 mg/l TCLP. Two paint chip samples were also collected from the building to determine if lead based paint was present. Both samples contained elevated concentrations of lead at up to 120,000 ppm on in the exterior paint sample. Four analytical soil samples were collected from four different locations downgradient of and surrounding the former cannery powerhouse. Sample S5 collected from soils downgradient of Outfall 2 contained PCBs up to 1,010 ug/kg, above the ADEC cleanup level of 1,000 ug/kg. Chelsy Passmore
9/20/2018 Workplan Requested ADEC sent a letter to follow up the May 2018 meeting discussing future plans for remediation at the site. A workplan was requested by March 1 2018, for work to be conducted in summer 2019. Chelsy Passmore
4/5/2019 Update or Other Action The ADEC received a request to conduct a site visit with the ADEC in 2019 in lieu of site work. The ADEC held a phone discussion with the Responsible Party’s consultant regarding what the site visit would involve and how to move forward with substantive action at the site, including low cost options for work in 2019. The ADEC and site consultant discussed the various permits (ex. Monofil permits) that would be needed at the site, as well as different options for collecting soil samples, such as a Minute Man drilling rig or hand auguring, which do not require the use of a barge to transport to the site. The remote nature of the site and difficulties associated with that were also a topic for conversation. The site consultant communicated that he would discuss options with the Responsible Party for directions on how they would like to proceed. Chelsy Passmore
