Problems/Comments

The old BIA school in Chevak is a brownfield site that will be receiving DEC Brownfield Assessment & Cleanup (DBAC) funding in the spring 2017. The area of concern is asbestos containing materials that were used when the building was constructed in 1975-76 by the Bureau of Indian Affairs for use as school. This site was utilized for school functions until 2004.

8/4/2017 Document, Report, or Work plan Review - other ADEC reviewed the Brownfield Assessment Cleanup Work Plan for Chevak, AK. on this date. The work plan outlines the intent to conduct a hazardous building materials survey on Building S1 and S6; along with soil borings to test for Gasoline Range Organics (GRO) by AK 101, benzene, toluene, ethylbenzene, and xylenes (BTEX) by EPA Method 8021B; Diesel Range Organics (DRO) by AK 102; and 10% of samples will be tested for polynuclear aromatice hydrocarbons (PAHs) by 8270D SIM. ADEC requested the work plan be revised considering the following comments:1)ADEC requests the name of the laboratory the asbestos samples will be submitted to.2)The work plan refers to the hazardous materials survey being conducted “within the structure”, but does not specify which structure on the property. Please clarify. 3)The work plan indicates that lead will be screened with an X-Ray Fluorescence (XRF) lead analyzer. Please indicate if this XRF is to be supplied by the ADEC. 4)The Request For Proposal (RFP) and work plan each state that 10% of the soil samples will be tested for benzene, toluene, ethylbenzene and xylenes (BTEX) via EPA 8021B; please inform ADEC what the price difference would be if all samples were tested for BTEX. 5)ADEC requests that representativeness be a part of your data quality assurance assessment.6)ADEC requests that the laboratory report be included in the report, and see ADEC’s March 2017 Site Characterization Work Plan and Reporting Guidance for Investigation of Contaminated Sites (attached) for a complete listing of recommended elements. 7)ADEC recommends Shannon & Wilson, Inc. review the work plan including the site specific health and safety plan for grammar and overall correctness. 5/22/2018 Site Characterization Report Approved Brownfield Assessment Report received February 2018 reviewed and approved. In surface soil, Diesel Range Organics (DRO) were detected in four samples up to 497 mg/kg. However, the lab manager indicated that the DRO in the highest level samples (451 mg/kg and 497 mg/kg) appeared to be from a biogenic source while Petroleum associated DRO was detected at 318 mg/kg and 281 mg/kg, above ADEC Method 2 Migration to Groundwater Cleanup levels. 1-methlynaphthalene (0.759 mg/kg) and naphthalene (7.66 mg/kg) were detected above ADEC cleanup levels. The Hazardous Building Survey concluded the building contains friable and non-friable asbestos containing materials, lead containing materials, PCB containing materials (light ballasts, bulk products), mercury containing materials (fluorescent lamps, high intensity discharge lamps), self-illuminating signs, household chemicals, refrigerants, glycol, and suspected fungal growth.
