Problems/Comments

On November 3, 2015 a release of approximately 697 gallons of ultra low sulfur diesel fuel was released at the Cold Bay fuel dock. The release was due to a failure in the flexible joint in the dock pipeline. The flexible tubing was located at the intersection of the underground buried pipe and the piping along the dock. The release occurred at the dock/land interface, adjacent to the waters of Cold Bay and in the supratidal zone. Remediation efforts during summer of 2016 included excavation of contaminated soil to the extent possible without undermining the structural integrity of the dock and bank. 30 cubic yards of contaminated soil was excavated and put in 17 super sacks for disposal. Nitrogen fertilizer was sprayed on the area to enhance bioremediation. A four foot gravel cap was placed over the spill area. 13 analytical soil samples and 2 duplicates were collected and tested for diesel range organics. Samples range between 0 and 27,000 mg/kg.

8/20/2018 Update or Other Action ADEC has approved the transport of 34 cubic yards of diesel contaminated soil from Frosty Fuel's Pavlov shop to Alaska Soil Recycling in Anchorage pending acceptance by Alaska Soil Recycling. 4/26/2022 Site Visit Site visit conducted on this date. Miscellaneous piping and garbage was scattered throughout site. Cold Bay has an issue with their uncontained landfill and debris flying all over the surrounding area. No odors, staining, or evidence of new releases were obvious at the site during the time of the visit. Naomi Mason

12/23/2022 Update or Other Action After a storm caused erosion around the Cold Bay dock, U.S. Fish and Wildlife (USFWS) personnel in Cold Bay reported a strong diesel odor and sheening that appeared to be coming from the bluff beneath the Cold Bay dock. Approximately 8-10 feet of bank had eroded from behind the pilings nearest to the bluff. USFWS called on-site Aleut personnel who inspected the area and agreed that the release was coming from soil eroding and exposing contaminated soil from an old release. Past reports indicate that soil contamination (DRO) exists above maximum allowable cleanup levels but cannot be feasibly removed due to dock pilings and collapsing old dock to the south. Naomi Mason
1/23/2023 Update or Other Action Spoke with Aleut on this date and on 1/26/2023. Both Aleut and their contractor (Integrity Environmental) were adamant that the sheening was caused by soil eroding from beneath the old dock and may have been affiliated with old military equipment. Based on photos provided by the USFWS and Aleut, it appears that the soil eroding beneath the new dock was contaminated and contributed to the sheen. This is consistent based on concentrations of DRO above maximum allowable cleanup levels left in place due to existing dock infrastructure. At this time, there is not enough information to determine that the contaminated soil that produced the sheen is related to a different source area. The area was not delineated to the south due to the dilapidated old dock. Naomi Mason
