ADEC reviewed the report submitted by S&W titled “Phase I and Limited Phase II Environmental Site Assessment 26035 Williamson Lane Kasilof, Alaska” dated June 2015. Four surface soil samples were collected and five soil borings were advanced with one completed as a temporary MW. None of the four surface soil samples collected 6 inches bgs contained contamination above ADEC cleanup levels. These soil samples were collected from areas of potential contamination including a burn area, at an AST, at an 500 gallon UST and area of stored batteries. Soil samples collected from five soil borings contained detectable concentrations of petroleum constituents, but below cleanup levels. A groundwater sample collected from a temporary monitoring well 58 feet bgs contained detectable concentrations of petroleum constituents, but below cleanup levels. This MW was located adjacent to UST and cross gradient of leach fields. It is assumed the groundwater flows west towards the Kasilof River. |

The Alaska Department of Environmental Conservation (ADEC) has received the Draft Corrective Action Plan Old Kasilof Landing Demolition and Site Cleanup 25951 and 26035 Williamson Lane submitted by BGES and dated February 2017. After review, ADEC conditionally approves this work plan and BGES may proceed subject to the following requirements: • If gross contamination is encountered at the floor drain or throughout the project (i.e. fuel saturated soil) ADEC must be contacted. • If contamination is encountered at the floor drain discharge point or along the pipe, the soil will be excavated to the best extent practicable during this field effort with confirmation soil samples collected. • Soil samples collected from the drain end point (and from the excavation or along pipe if contaminated soil is removed) needs to be analyzed for Alaska methods, volatile organic compounds (VOCs) by 8260, polycyclic aromatic hydrocarbons (PAHs), and metals. |

On this date, ADEC received phone call from BGES. Diesel saturated soil was encountered in the subsurface below the AST located at the north side of property. 10 cy is stockpiled on a liner and more will be excavated. |

On this date, ADEC approved the transport of 50 cy of petroleum impacted soil to ASR. Approximately 0.25 cy was from the cabin 500 gallon HHOT UST and 49.75 cy was from the former AST which serviced the former seafood processing facility. |

The Alaska Department of Environmental Conservation (ADEC) has received the Revised Amendment Number 1 Corrective Action Plan, 25951 and 26035 Williamson Lane submitted by BGES and dated August 25, 2017. Additional soil will be removed from the former stained soil area excavation and from the former burned soil area excavation at the 25951 southern property Additionally, lead contaminated paint chip surface soil will be excavated from the cabin at 26035 Williamson Lane northern property. |

On this date, ADEC received the Old Kasilof Landing 26035 Williamson Lane Class V Stormwater Drainage Injection Well Closure Report submitted by BGES and dated November 2017. This report only pertains to characterization of the injection well. Two drainage systems were evaluated: the eastern and the western. The western system was used for the discharge of fish waste. This drain inlets and conveyance piping were removed and plugged at the point it extends under the warehouse. The discharge point was not located, but is assumed to be at least partially underneath the Warehouse. At the eastern drainage storm water system, all the subsurface piping, drain inlets, and geotechnical liner were removed. A soil sample collected 7 feet bgs from the storm water drain field contained DRO at 4,900 mg/kg. Based off this a total of 11 cubic yards of assumed petroleum contaminated soil was excavated and transported to ASR. A total of eight confirmation soil samples collected after the soil removal were below ADEC cleanup levels. Drain rock and clean overburden were used as backfill. |

On this date, ADEC received the Old Kasilof Landing 26035 and 25951 Williamson Lane Site Characterization and Remediation Report submitted by BGES and dated November 2017. This database updated is for the 26035(HazID: 26681) property only. Note: this report pertains to the 300-gallon AST and cabin paint chip soil only. At the former seafood facility 300-gallon above ground HOT, 49.75 cy of impacted soil was removed to a depth of 12.9 feet bgs and thermally remediated at ASR. A total of 17 soil samples collected from the excavation base and sidewalls did not contain contaminant concentrations above ADEC method two cleanup levels. The excavation was then backfilled with clean soils derived from the northern portion of the property. At the cabin perimeter, 40 cy of lead paint chips soils were excavated within a five foot perimeter of the cabin at a depth of 1 foot bgs and transported to the Central Peninsula Landfill. A total of 15 soil samples collected from the excavation base and sidewalls did not contain contaminant concentrations above ADEC method two cleanup levels. Approximately 11 CYs of clean overburden material from the former HOT UST and the AST excavations were land spread on the north end of the property. |

On this date, ADEC received the Old Kasilof Landing 26035 Williamson Lane Underground Storage Tank Decommissioning, Excavation & Characterization of Soils Report submitted by BGES and dated June 2017. The 500 gallon heating oil underground storage tank was removed on May 8, 2017. The excavation was 7 feet long by 7.5 feet wide by 5.2 feet bgs. 0.25 cy of contaminated soil excavated from directly above the UST was thermally remediated at ASR. Nine soil samples collected from the along the piping, excavation bottom and sidewalls did not contain contaminant concentrations above ADEC method two cleanup levels. A perforated liner was placed into the bottom of the excavation and it was capped with cleanfill. The former HOT UST piping leading to the cabin was crimped and left in place. |

Cleanup Complete Determination Issued |
The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the ADNR Coal Creek Country Estates Trujillo Addn Lot 4B in Kasilof, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required unless new information becomes available that indicates residual contaminants may pose an unacceptable risk. |
