Problems/Comments

Site 112 was formerly a fenced salvage yard. In 1998, methylene chloride, trichloroethene, alpha-HCH, DRO, arsenic, and chromium were found above ADEC Method Two cleanup levels. Arsenic, 4,4-DDD, and 4,4-DDT exceeded Method Two ingestion clean up levels. Benzene was not detected, but the detection limit was 0.27 mg/kg, above the Method Two cleanup levels. UXO clearance work was done and scrap metal and items related to munitions were found. UXO was not discovered. SMDC is responsible for site. The fence has since been removed. Site has been referred to MMRP due to scrap metal and items related to munitions. Site is still open due to contamination above Method Two soil cleanup levels.

Action Information

Action Date Action Description DEC Staff
7/22/2002 Site Added to Database DRO, GRO, RRO, VOCs, SVOCs and pesticide contamination. Deborah Williams
7/30/2002 Site Ranked Using the AHRM Initial ranking. Multiple sources of contamination were found above cleanup levels, including DRO, RRO, VOCs, SVOCs. The majority of the contaminants were within one tenth migration to groundwater cleanup levels, so cumulative risk was considered. Toxicity rank is high because of chlorinated solvent contamination, however, the multiple sources were also factored in for cumulative risk if they exceeded one tenth of cleanup levels for migration to groundwater. Sarah Riddle
10/1/2004 Institutional Control Record Established In the October 2004 Draft Decision Document Fact Sheets, administrative controls (ACs)were estblished in order to minimize risk to human health and the environment. The site is included in the post’s Geographic Information System (GIS), a tool used in the Dig Permit process for notifying contractors, workers, and base personnel of the potential for contamination to exist at this site. The Dig Permit process is used to prevent installation of water production well(s) through the contaminated area, and prevent removal of contaminated material from the site to off-base locations or to environmentally sensitive areas. If future land disturbance activities at the site encounter contamination, the contaminated material encountered will be properly remediated or disposed of in accordance with applicable regulations. The site will be included in 5-year reviews to periodically verify compliance with the ACs. Emily Youcha
12/14/2004 Update or Other Action Staff received a "memorandum for record" from SMDC for this site. Site status is unresolved. Administrative controls are in place and the administration of the site has been transferred to the Military Munitions Response Program (MMRP) due to the scrap material associated with munitions that was found. Emily Youcha
12/14/2004 Update or Other Action Unexploded Ordnance (UXO) clearance work in 1998 found expended smoke grenades, slap flares, 5.56 mm blanks, 155 mm illumination projectile, 2.75 in. rocket fin, and a 0.50 caliber link. No UXO items were found. Emily Youcha
11/29/2005 Update or Other Action The Army requested that ADEC review the 2002 Risk Assessment and Soil Evaluation. Method Three calculations were made for sites 85S, 112, and 133 for an industrial scenario. Some contamination still exceeded the migration to ground water Method Three cleanup levels for methylene chloride. ADEC is requesting the Army review the conceptual site model (CSM) for each site to ensure the CSM hasn't changed during the conversion from BRAC to SMDC. ADEC and SMDC will review leachibility modeling and current field results to evaluate the migration to ground water pathway. Emily Youcha
2/13/2006 Meeting or Teleconference Held Staff met with Fort Greely and the EPA to discuss the Enhanced Use Lease program. This site is located in an area that will be leased out to developers. A medical clinic and hotel will be constructed in this area for public use. Fort Greely will maintain administrative control of the site and will restrict development within the boundary of this site. A potential exists for development of parking lot or golf course on some portion of the site, but will be reviewed at on a case-by-case basis and instrusive development will be restricted. Emily Youcha
6/12/2006 Update or Other Action Site is included in MMRP for Fort Greely. Recieved Draft historical records review from Army for this site. During 1999 RI, munitions constituents were discovered at the site, but UXO was not found. Site will move into the SI phase and a workplan is expected for this summer. Emily Youcha
8/21/2006 Update or Other Action Contaminated Sites staff denied a request for clearing vegetation at Fort Greely site 112, a former salvage yard, which is accessible to the public because it is outside the installation boundary in the Army's new land lease area. The site is included in the Military Munitions Response Program due to munitions debris found during test pitting in the 1998 remedial investigation. If the tree clearing project is necessary, specific procedures for clearing vegetation, reporting contamination or munitions, and an institutional controls management plan should be provided to DEC. Staff requested a meeting with the Army to resolve the issue. Emily Youcha
11/28/2006 Update or Other Action Per project manager request, assigning new file number to this site. Number was 141.38.036, now 141.38.069 Wendy Uzzell
7/2/2007 Update or Other Action The Alaska Department of Environmental Conservation (ADEC) has completed its assessment of the environmental laboratory data and quality assurance requirements as set forth in ADEC Technical Memorandum 06-002 for the Groundwater Monitoring 2006 Analytical Data Report Fort Greely, Alaska, February 2007. The report adequately addresses the requirements set forth by ADEC for both laboratory data packages and Quality Assurance (QA) Summaries, therefore the report is approved. Zachary Richter

8/15/2017 Site Characterization Report Approved DEC approved the streamlined remedial investigation report. The conclusions are as follows: Munitions and explosives of concern (MEC)clearance has been partially accomplished at BRAC Site 112. The US Army believes that the investigations and clearances completed to date may be sufficient to conclude that additional clearance efforts at BRAC Site 112 are unwarranted. However, the US Army understands that ADEC has reached the conclusion that the risk of MEC being present at the site still exists. To address this concern, ADEC required the investigation of trenches within the trash pits and high density areas. The US Army has requested funding to conduct the ADEC-required investigation and close the BRAC Site 112. Joy Whitsel
