Problems/Comments

In July, 2016, during excavation and construction work to install a storm water retention pond, lift station, and approximately 280 feet of arctic pipe buried at a depth of 3 to 4 feet below ground surface, field sampling and screening of the excavation work by a qualified environmental professional identified petroleum-contaminated soil along the piping trench. Very high photoionization detector field screening values indicate the petroleum product is likely gasoline. Approximately 60 cubic yards of contaminated soil were stockpiled and later shipped out of State to an approved landfill on the west coast of the United States. ADEC believes the contamination is a consequence of a gasoline release which occurred at the facility after the prior release investigation work was completed in association with the former regulated underground storage tank (UST) systems at this facility. The contamination from the former UST facility is entered in this database under ADEC Hazard ID# 24664. The closest source of gasoline stored at the facility since the USTs were removed is an above ground fuel storage tank (AST) system. The AST fuel system is the likely source of the gasoline-contaminated soil.

5/1/2025 Site Characterization Report Approved Report Approval for the DOT&PF Homer Maintenance Station AST/UST 2024 Site Characterization Report dated April 10, 2025. This report describes the field work conducted in July 2024 at the DOT&PF Homer Maintenance Station in Homer. The objectives were to delineate the vertical and horizontal extent of the contaminated soil and groundwater associated with the current aboveground storage tank (AST) and the former underground storage tank (UST). Three soil borings were completed as monitoring wells to sample soil and groundwater. Soil samples collected from Boring 16 had an exceedance of naphthalene above DEC migration to groundwater cleanup levels (CULs). Soil samples collected from Boring 17 had concentrations of gasoline range organics (GROs), volatile organic compounds (VOCs), and polynuclear aromatic hydrocarbons (PAHs) in exceedance of CULs. Boring 18 also had detections of PAHs above CULs. Soil samples were collected based on sampling intervals and the highest field-screening results. Soil samples were collected down to the groundwater interface at approximately 29-35 feet below ground surface (BGS); however, a low recharge rate in the monitoring wells made groundwater sampling difficult or impossible. DEC requests resampling of the existing wells during higher groundwater conditions, if possible, to verify that contamination is not reaching the groundwater at the site. Kris Dent
