Problems/Comments
In August 2016, a soil investigation was conducted on two adjacent industrial lots (9A and 10) of the JRM Subdivision on Concrete Way in Juneau. The results of the investigation indicated diesel range organics and residual range organics were present in soil above the applicable cleanup levels. The source of this contamination is unknown, but may be due to historic use of the properties. Groundwater was discovered at a depth of 4 feet below ground surface at several borings locations. Two sample locations found contaminated soil at this depth, indicating that groundwater may be impacted. There are plans to develop the property for use as a shop for equipment maintenance and storage. A cleanup plan has been submitted to DEC for approval.

1/7/2019 | Site Characterization Report Approved | ADEC has reviewed and approved the “Cleanup Report: Lots 9 & 10 Concrete Way” (Report) for the Industrial Property – 5740 & 5750 Concrete Way in Juneau, AK dated October 2018. The Report was submitted via email on October 12, 2018 by Cox Environmental Services. Field activities in April 2018 generally consisted of advancing two excavations, field-screening of soil with photo-ionization detector (PID), collecting soil for laboratory analysis, and offsite disposal of contaminated soil. On April 6, contaminated soil was excavated and stockpiled on site, prior to soil encapsulation with concrete and asphalt (building foundation and driveways along Concrete Way). Eleven soil samples (ten and duplicate) were collected for field-screening and laboratory analysis. Six of the eleven soil samples submitted to the laboratory confirmed diesel range organics (DRO) and residual range organics (RRO) at non-detect concentrations. Three soil samples confirmed DRO and RRO at concentrations below ADEC Method Two Migration to Groundwater (MTG) soil cleanup levels. (230 mg/kg and 9700 mg/kg, respectively). Two soil samples confirmed DRO at non-detect concentrations and RRO at concentrations below MTG soil cleanup levels. Remaining concentrations of DRO in soil range from 22 mg/kg to 110 mg/kg. Remaining concentrations of RRO in soil range from 65 mg/kg to 790 mg/kg. Approximately 26.3 tons of contaminated soil were excavated, stockpiled and transported on August 23, 2018 by GR Cheeseman Construction to Bicknell Inc. for disposal and treatment.
