Problems/Comments

Contaminated soil was identified during excavation activities. Material has been excavated and stockpiled on site. Material has been treated at AIC but confirmation sampling was not completed. Additional sampling required. Lease Tract 73A, North Slope Lease Tracts. ADL 400080. See also file 300.38.185. 20-30 gallons of diesel was spilled on site as a result of a broken fuel line. Fuel was pumped up and absorbent pads were used to clean up. The line was damaged by snow falling off the roof. A guard was to be placed over the fuel line to protect it from a future occurrence.

8/9/2001 Update or Other Action Sundet discussed site with Jerome Summerlin of Padre Associates, Baker Hughes consultant. Subsequently, Summerlin faxed to Bill Janes and Sundet a VCP application. Summerlin also noted that Padre had performed an assessment of the site in 2000. Two contaminated sites exist on Tract 12 (AMENDED-One site on Tract 12, one site on Tract 73A. THIS SITE is on Tract 73A, not Tract 12. (O'Connell 5/4/06)) Summerlin noted that he would mail copies of the EA to Janes and Sundet for their review as it would be an attachment to the VCP application. Rich Sundet
8/10/2001 Update or Other Action On 8/10/01, Sundet received a copy of the report "Preliminary Soil Assessment Program at the Baker Oil Tools Thru-Tubing Facility DEL Site 69, Drill Site Drive Deadhorse, Alaska" dated August 2000 that was prepared by Padre Associates, Inc. for assessment work performed by Padre in 2000 at the facility. 8/15/2001 Update or Other Action At the request of Sundet to Summerlin, on 8/15/01, Sundet received a copy of the work plan "Technical Work Plan/Site Health and Safety Plan Hydrocarbon-Containing Soil Remediation Program at the Baker Oil Tools Thru-Tubing Facility, Delivery Site 69, Drill Site Drive, Tract 12, North Slope Tracts, Deadhorse, Alaska" dated August 2001 prepared by Padre Associates, Inc. 8/15/2001 Site Ranked Using the AHRM Site Access Value from 1 to 2 (uncontrolled waste at surface), Surface Water Exposure Index Value 0 to 1 (documented but not at tap), Air Exposure Index Value from 1 to 0.1 (historical spill leaves ingestion pathway complete but not the air pathway). 8/23/2001 Voluntary Cleanup Program On 8/23, Sundet discussed the VCP application with Gary Schultz and Leon Lynch of DNR and provided them a draft copy of DEC's acceptance letter for the site into the VCP. DNR had no objections other than it appeared that the site was on either Tract 73a or 73b and not on Tract 12. On 8/23, Sundet discussed via phone with Summerlin that ADEC had reviewed the file and VCP application and was preparing to send a letter to Baker Hughes accepting the site into the VCP. However, it appears that the Northern Test Lab specified to be used in the work plan at Deadhorse is not approved by DEC, but its offices in Fairbanks and Anchorage are approved. The Deadhorse lab could be used to verify PID sample results but not be used for confirmation purposes. Summerlin acknowledged this and noted that he would use the Deadhorse lab only as a portable lab and confirmation samples would be sent to one of the approved Northern Test Labs. Sundet also informed Summerlin that DNR had reported that the site appeared to be on Tracts 73a or 73b and not on Tract 12 as the application stated. Summerlin confirmed that the site was probably on either of the two tracts on 73 and that other contamination problems exist on Tract 12, which are not part of the scope for this project. Later on 8/23, ADEC issued a letter to Baker Hughes accepting the site into the VCP with conditions. Bruce Wanstall
5/4/2006 Update or Other Action This site is on Tract 73A and will be renamed Baker Oil Tools-AST piping spill. Another site located on Tract 12 will be named Baker Oil Tools- Machine Shop. Bill O'Connell
5/8/2006 GIS Position Updated Improved the latitude and longitude using area parcel maps in conjunction with TopoZone Pro. Obtained coordinates at 1:25,000 Scale and plotted at 1:50,000 Scale on a 1:24,000 Scale USGS Topo Base Map on a Large Size Map. NAD 83. Coordinates are only approximate, have a low degree of confidence in accuracy, and need improvment. Bill Petrik
11/25/2006 Conditional Closure Approved The Department of Environmental Conservation, Contaminated Sites Program, (ADEC) reviewed the Closure Report Excavation and Remediation of Hydrocarbon Containing Soil at the Baker Oil Tools Thru-Tubing Facility, Delivery Site 69, Drill Site Drive, Tract 73b, North Slope Lease Tracts, Deadhorse Alaska dated December 2001. The information presented to date indicates that the subject lease tracts were contaminated by the release of hazardous substances, however, remedial actions have adequately addressed the contamination so that it does not pose an unacceptable risk to human health or the environment. Based on this information, ADEC has determined that Lease Tract 73b shall be conditionally closed. This letter summarizes the decision process used to determine the environmental status of this site and provides a summary of the regulatory issues considered in the determination. Bill O'Connell
11/28/2006 Institutional Control Record Established The cleanup actions conducted at Lease Tract 73b were effective in removing the majority of impacted soil associated the former AST and TTF building. There is contamination remaining above the most stringent 18 AAC 75 cleanup levels but ADEC determined there is no unacceptable risk to human health or the environment and this site will be conditionally closed. The decision noted above is subject to the following conditions: 1. A Notice of Residual Contamination will be recorded on the ADEC database to document that there is residual contamination remaining on site above the most stringent ADEC cleanup levels; 2. Any proposal to transport soil off site requires ADEC approval in accordance with 18 AAC 75.325(i) Bill O'Connell
