Problems/Comments

Milepost 4 (MP4) Fuel Storage Area and Milepost 5 (MP5) Encampment Area total 1,067 acres within the National Wildlife Refuge (NWR) land which is currently managed by the U.S Fish and Wildlife Service (USFWS). The western border of MP4 and the eastern border of MP5 coincide with the border between Izembek NWR and the Alaska Peninsula NWR. Historically these sites operated as part of Fort Randall, a former strategic military base that supported multiple military operations during World War II and the Korean War. MP5 is 495 acres and located approximately 2-4 miles south of Cold Bay. A pre-remedial investigation (RI) conducted during the fall of 2015 identified features of interest for a containerized hazardous waste, toxic or radioactive waste (CON/HTRW) investigation. During the pre-RI, 345 features were identified in MP5. These features included a few tent sites, administrative buildings, garages, mess halls, one powerhouse, quarters, possible former buildings, former water utilities, and possible dump and staging areas. Several small, unpermitted landfill areas are grouped together and referred to as Area 1 and Area 2. In 2016 a Phase I RI was conducted to identify potential areas of contamination. Soil samples were collected for gasoline range organics (GRO), diesel range organics (DRO), residual range organics (RRO), polynuclear aromatic hydrocarbons (PAHs), volatile organic compounds (VOCs), metals, lead and polychlorinated biphenyls (PCBs). DRO, RRO, VOCs, PCBs were detected in the soil. To date, groundwater has not been investigated. Remedial investigation work is ongoing. Potential receptors are Cold Bay residents and site workers.

8/23/2017 Site Visit On August 23-24, DEC performed a site visit at all the Cold Bay Fort Randall FUDS sites: Beach Seeps/DDA, UST 1 (former E-West Runway) and Milepost 4 (MP4) and Milepost 5 (MP5) areas. In addition to the site visits, DEC also attended a public meeting to discuss results from previous work and go over upcoming work. Erica Blake
10/26/2017 Document, Report, or Work plan Review - other DEC has approved the Final Phase I Remedial Investigation (RI) Report Milepost Four (MP4) Frosty Road Fuel Storage Area and Milepost Five (MP5) Frosty Road Encampment Area Formerly Used Defense Sites (F10AK084505 and F10AK084506) Cold Bay, Alaska, dated October 2017. A total of 690 features of interest were identified between the MP4 and MP5 areas in 2015 (345 features identified at MP4 and 345 features identified at MP5). During the Phase I RI fieldwork in 2016 at MP4, 36 of these 345 features were sampled. Eight of the 36 sampled features were above the remediation investigation screening level (RISL) for volatile organic compounds (VOCs), polynuclear aromatic hydrocarbons (PAHs) and metals (arsenic, chromium, lead and vanadium). During the Phase I RI fieldwork in 2016 at MP5, 62 of the 345 features were sampled. Twenty-one of the 62 sampled features were above the RISL for diesel range organics (DRO), residual range organics (RRO), VOCs, PAHs, metals and polychlorinated biphenyls (PCBs). Out of the 690 features, 122 of them were tent sites, and only 25 of the tent sites were sampled. Sample results for DRO and RRO were detected below the most stringent of the Method Two cleanup levels. The background evaluation study described in this final report is expected to be applicable to most of the sites around the Cold Bay MP4 and MP5 areas, however some sites in these areas may have geological or hydrological conditions which vary substantially from those of the background sample locations. Thus, application and use of the background values tabulated in this final report will be evaluated on a site by site basis. The next step for this site is a Phase II RI to occur 2018-2020. This revised work plan addendum (WPA) details general operations and maintenance (O&M) of onsite remediation systems, biannual and annual sampling, and general reporting for the Drum Disposal Area (DDA)/Beach Seep Area (BSA) and Underground Storage Tank (UST) 1 (formerly the East-West Runway [EWR] site) project sites at the Fort Randall Formerly Used Defense Site (FUDS) (Property No. F10AK0845-02) in Cold Bay, Alaska (Figure 1-1). 4/23/2019 Document, Report, or Work plan Review - other ADEC approved the "2018 Cold Bay Annual Report, Fort Randall, Cold Bay, Alaska". This report summarizes 2018 operations and maintenance (O&M) for the Cold Bay highvacuum extraction (HVE) and bioventing treatment systems, HVE system upgrades, and the annual groundwater monitoring results at the former Fort Randall site in Cold Bay, Alaska. The performance period of January through December 2018 was Year 20 of O&M for the HVE system and Year 11 of O&M for the bioventing treatment system. Darren Mulkey

9/28/2023 Offsite Soil or Groundwater Disposal Approved DEC approved a request to transport five, 55-gallon drums of investigative-derived waste from the designated conex at Milepost 5 in Cold Bay, Alaska to the Chemical Waste Management of the Northwest in Arlington, Oregon. The media is a mix of soil and spent granular activated carbon (GAC). DEC requested a copy of the lab report along with the signed and completed transport request form be sent with the investigative-derived waste. Erica Blake
