Problems/Comments

In 2008, a Tier I Reconnaissance Report was prepared for the Gulkana Village Council under the Native American Lands Environmental Mitigation Program (NALEMP) that identified five areas impacted by former Department of Defense activities. The Formerly Used Defense Site (FUDS) project is also referred to as the "Alaska Highway" Richardson Highway Mile 127.5 Site (F10AK0044). The five areas identified in the 2008 report include: Dump Site No. 1 - North Bluff Area Dump Site No. 2 - North West Access Road Dump Site No. 3 - Old Military Site and Tunnels Dump Site No. 4 - Ewan House Area Dump Site No. 5 - Former Airstrip and Dump Area Multiple investigative and/or removal actions have occurred at these sites under NALEMP. At Dump Site No. 3 a wood-cribbed well/sump area was identified. It is approximately 6 by 8 feet wide, and 4 feet deep, and appeared to have contained oil and diesel fuel. A tar-like preservative coated the wood cribbing. A 2-inch steel underground pipeline terminated at the cribbed box. Based upon field observations and analytical results, both soil and groundwater are impacted at the site.

1/13/2016 Document, Report, or Work plan Review - other DEC reviewed and approved final report entitled "2014-15 Site Remedial Action Report." The report included details on the work completed, including: containerized hazardous, toxic, and radioactive waste removal; and a removal action at Dump Site Number 3 cribbed well location. For the latter removal action, a total of 135.65 tons (approximately 106 cubic yards) of petroleum, oil, and lubricant (POL)-contaminated soil was excavated from the cribbed well/sump area location, then transported to and thermally treated by Alaska Soil Recycling, Inc. According to final confirmation samples taken at Dump Site No. 3 cribbed well location, additional soil contamination above ADEC Method Two Soil Cleanup Levels remains for that diesel range organic (DRO) and 1-methylnaphthalene. The objectives described within the work plan addendum included: confirming the presence (or absence) and extent of pentachlorophenol that was detected in August 2016; Advance a series of additional test trenches in the vicinity of the base of the Dump Site No. 1 Bluff Area to further investigate for potential contamination and presence of debris. 3/28/2018 Site Characterization Report Approved DEC approved the “Removal Action and Land Restoration Report, Revision 1 (Final), Gulkana, Alaska” dated March 2018 on March 28, 2018. The report describes a variety of activities undertaken at Dump Sites No. 1, 3 and 5 during 2016 and 2017, to include land restoration, debris removal, soil and groundwater sampling, and contaminated soil removal/disposal. Soil sampling documented contamination remaining in place above DEC’s Method Two cleanup levels at all three dump sites, and additional investigation is needed. Glycols were identified as potential contaminants of concern that shall be sampled for during future investigation due to the presence of "sweet" odors and discarded anti-freeze containers in the test pits. 4/20/2018 Document, Report, or Work plan Review - other The Alaska Department of Environmental Conservation (DEC) reviewed the “Dump Site No. 1 Site Investigation Report, Revision 0 (Draft), Gulkana, Alaska” dated March 2018. The report describes soil removal and soil sampling at Dump Site No. 1’s “Soil Boring 2” where pentachlorophenol (PCP) above DEC’s Method Two cleanup levels was previously detected. The report also documents investigation of four additional trenches, where no exceedances of DEC’s Method Two cleanup levels were detected in soil, though it is of note that the method detection limit for many of the investigated analytes were above DEC’s Method Two cleanup levels. Additional work is needed to confirm removal of the PCP contamination. Comments on the report were provided to the Gulkana Village Council and U.S. Army Corps of Engineers on 4/20/2018. The report details the removal and sampling of soil at Dump Site No 1's "Soil Boring 2", and the investigation of four additional trenches. Due to QA/QC issues, the samples from "Soil Boring 2" do not confirm all pentachlorophenol contamination above ADEC's Method Two cleanup level was removed. This work plan describes: debris removal; confirmation sampling at Dump Site No. 1's 'Soil Boring 2' where pentachlorophenol above ADEC's Method Two cleanup levels was previously detected; and soil sampling in test trenches at Dump Site No. 2. 8/16/2019 Document, Report, or Work plan Review - other DEC approved the Final North Bluff Dumpsite and Northwest Access Road Areas Site Assessment, Site Investigation, and Debris Removal Report Dated August 2019. A site assessment was conducted at the Northwest Access Road area to determine if buried debris was present. During trench excavation for this activity, no debris was found and no contamination was encountered. Debris removal was conducted at the North Bluff Dumpsite, where 132 cubic yards of metal debris was extracted and disposed of. Debris reportedly still remains at this area. Additionally, soil was excavated at the 2016 Soil Boring No. 2 location to remove potential pentachlorophenol contamination. The excavation pit was tested for contamination, but due to soil moisture, levels of detection for pentachlorophenol continue to be above the DEC cleanup level. Further site investigation activities at the Dumpsite were conducted, including removing 20 cubic yards of contaminated lead and pentachlorophenol soil at a location where stained wood debris was found, but pentachlorophenol remains above DEC cleanup levels in this area. Finally, 2 yards of lead-contaminated soil was excavated and disposed of from an area where battery debris had been found. Subsequent soil samples in the battery discovery area showed that contamination no longer remains above cleanup levels. Kevin Fraley
5/4/2021 Document, Report, or Work plan Review - other Review completed for the Interim Debris Removal Technical Memorandum Report for the North Bluff Dumpsite Area, located near Gulkana Village, AK. Memo detailed debris removal and soil excavation conducted at North Bluff Dumpsite in 2020. Approx. 80 cubic yards of metallic debris was removed from northwestern section of site. Memo is approved. 3/31/2022 Document, Report, or Work plan Review - other Review completed for Interim Debris Removal Technical Memorandum Report for the North Bluff Dumpsite Area and comments provided to Gulkana Village Council. Memo detailed continuation of soil and debris removal from the North Bluff Dumpsite. Approximately 18 cubic yards of metallic debris was excavated and disposed of in the Glennallen Landfill. 3/23/2023 Site Characterization Report Approved DEC completed review and approved the Soil/Debris Removal and Site Investigation Report for the North Bluff Dumpsite and Former Wood-Cribbed Well/Sump Area sites. This report detailed the debris and soil removal conducted during the 2022 field season. Additional excavation and debris removal was conducted at the North Bluff Dumpsite area, including the temporary stockpiling and confirmation sampling of associated soils at Soil Stockpile No. 4. Soil removal and site investigation activities was conducted at the former Wood-Cribbed Well/Sump Area. Additional soil removal will be conducted in 2023 at the Former Wood-Cribbed Well/Sump Area.
