DEC approved the Final Addendum #5 to the Final Perfluorinated Compounds Investigations Work Plan, Eielson Air Force Base, Alaska, Perfluorinated Compounds Moose Creek Area Drinking Water Sampling, Surface Water and Sediment Sampling at Eielson Air Force Base, Alaska. The WP outlines the objectives, methodology, and quality assurance (QA) and quality control (QC) procedures for the surface water and sediment investigation to be performed as part of the Moose Creek Area Drinking Water Sampling, Analysis, and Treatment project supporting EAFB. The purpose of the investigation is to determine the concentrations of the perfluoroalkyl substances (PFAS) perfluorooctanoic acid (PFOA) and perfluoro-octanesulfonate (PFOS) in surface water bodies and in sediment at Eielson AFB and selected offsite locations. The PFAS concentrations in sediment and surface water will be used to coordinate and/or guide future surface water, sediment, and fish tissue sampling. |

The letter expressed concern about untreated water being discharged into septic systems or to the ground surface via outdoor spigots. The letter stipulates that all water be treated or provided to prevent discharge of PFAS contaminated water and requested a plan and schedule to do so by October 25, 2018. |

The USAF issued a response to DEC regarding the technical memorandum for PFAS compounds. The USAF stated that it follows the federal Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) process in investigations and response actions. They sited PFOS and PFOA as having promulgated cleanup levels under the State's formal rule-making process and as such, they are the two PFAS compounds evaluated as potential applicable or relevant and appropriate requirements (ARARs) on a site-specific basis. The USAF stated, as the additional four PFAS compounds listed in the PFAS tech memo are not promulgated at this time, they do not meet the CERCLA definition of an ARAR. |

On June 11, 2019, the Air Force Civil Engineer Center provided a signed Final Interim Record of Decision for Community of Moose Creek, Alaska, Long-Term Water Supply, Eielson Air Force Base, Alaska. The Interim Action is undertaken to address perfluorooctanoic acid
(PFOA) and perfluorooctane sulfonate (PFOS) impacted groundwater with concentrations exceeding the EPA’s 2016 lifetime drinking water health advisory. The Interim Record of Decision (I-ROD) presents the selected interim remedy for the community of Moose Creek, Alaska. This interim action is limited in scope and addresses only provision of an alternative drinking water supply to the community of Moose Creek. Remediation of the contaminated groundwater will also be addressed in a Final Record of Decision (ROD). The selected interim action is required to protect human health in the short-term while a final remedial solution is being developed. This I-ROD will be followed by a Final ROD.

An annual meeting occurred at EPA Region 10 offices (1200 6th Ave., Seattle, WA 98101) to discuss the Installation Restoration Program at Eielson Air Force Base. Representatives from the Air Force, U.S.EPA, Alaska Department of Natural Resources (DNR) and DEC met with their respective Attorneys and contractors to discuss the implementation of a Critical Water Management Area (CWMA) in the Community of Moose Creek. The CWMA is needed to prevent the use of, and protect against exposure to, perfluorooctanoic acid (PFOA) and perfluoro-octanesulfonate (PFOS) contaminated groundwater. The Air Force announced that a petition for the CWMA had been submitted to DNR. DNR staff clarified the process for establishing the CWMA and timelines for public notification and public comment. |

On April 9, 2020, the Alaska Department of Fish and Game (ADF&G) issued emergency order No. 3-R-U-02-20. The emergency order rescinds Emergency Order No. 3-R-U-01-20, and opens Polaris Lake to catch-and-release sport fishing. The Emergency order is in response to concentrations of per and poly fluorinated alkyl substances (PFAS)identified above the EPA lifetime health advisory level of 70 parts per trillion. In December 2019, the Board of Fisheries adopted a regulation that allows catch-and-release fishing in stocked waters that have become contaminated. Polaris Lake is a popular sport fishery among residents of Eielson Air Force Base. |

DEC conducted a site inspection at the Osborne Construction EIE 429 site. The inspection was undertaken to review the project dewatering infiltration basin and to verify it is constructed and functioning per the work plan and the dewatering permit/best management practices. Overall, the basin seems to be allowing infiltration and is keeping up with the rate of pumping (1400 gal/min). Sampling for PFAS on a weekly frequency is occurring per the approved plan. |

The document describes the approach used by Brice Engineering, LLC for the Per- and Polyfluoroalkyl Substances (PFAS) Soil Washing Treatment project at Eielson Air Force Base (EAFB). Soil washing will be implemented to reduce concentrations of PFAS and other co-contaminants in soil stockpiles generated from construction activities at EAFB.
