Problems/Comments

This database record includes general information about per- and polyfluoroalkyl substances (PFAS) contamination at Eielson Air Force Base (EAFB)and Moose Creek. PFAS are a diverse group of compounds that have been used in many industrial applications and consumer products including fire-fighting foams. Ongoing investigations are gathering information to determine the location of PFAS-contaminated sites on EAFB. Upon completion of the investigations, specific areas may be assigned individual Hazard IDs and tracked separately. Please see site-specific database entries to learn more about an individual EAFB PFAS-contaminated site. Update 2019 This database record will continue to provide updated Action entries regarding the Moose Creek Interim Record of Decision (IROD) and Air Force remedies to address PFAS related groundwater impacts.

10/26/2017 Update or Other Action DEC approved the Final Addendum #5 to the Final Perfluorinated Compounds Investigations Work Plan, Eielson Air Force Base, Alaska, Perfluorinated Compounds Moose Creek Area Drinking Water Sampling, Surface Water and Sediment Sampling at Eielson Air Force Base, Alaska. The WP outlines the objectives, methodology, and quality assurance (QA) and quality control (QC) procedures for the surface water and sediment investigation to be performed as part of the Moose Creek Area Drinking Water Sampling, Analysis, and Treatment project supporting EAFB. The purpose of the investigation is to determine the concentrations of the perfluoroalkyl substances (PFAS) perfluorooctanoic acid (PFOA) and perfluoro-octanesulfonate (PFOS) in surface water bodies and in sediment at Eielson AFB and selected offsite locations. The PFAS concentrations in sediment and surface water will be used to coordinate and/or guide future surface water, sediment, and fish tissue sampling. John O'Brien

8/29/2018 Meeting or Teleconference Held A remedial project manager (RPM) meeting was held and the main topic was a SS062/SS067 Garrison Slough Risk Assessment (RA) Scoping Session. DEC, EPA and AFCEC risk assessors discussed contractor presented approach to the Risk assessment. Concerns over the proposed exposure areas were raised by the risk assessors present. Dennis Shepard
9/13/2018 Update or Other Action DEC Technical Memorandum for Action Levels for PFAS in Water and Guidance on Sampling Groundwater and Drinking Water, dated August 20, 2018, issued with notification letter to AFCEC regarding all Eielson/Moose Creek PFAS sites. The tech memo establishes drinking water for six PFAS compounds when detected in groundwater or surface water used for drinking water: PFOS, PFOA, PFNA, PFHxS, PFHpA, and PFBS and requests that all future sampling results for PFAS-impacted groundwater, surface water, and pore water include results for all six UCMR3 PFAS compounds. 9/24/2018 Meeting or Teleconference Held A remedial project manager (RPM) meeting was held and the main topic was the SS062/SS067 Garrison Slough Risk Assessment (RA) Scoping Session. 9/27/2018 Update or Other Action DEC issued a letter to the USAF regarding the use and discharge of PFAS contaminated groundwater originating from Eielson Air Force Base. The letter expressed concern about untreated water being discharged into septic systems or to the ground surface via outdoor spigots. The letter stipulates that all water be treated or provided to prevent discharge of PFAS contaminated water and requested a plan and schedule to do so by October 25, 2018. Bri Clark
9/27/2018 Update or Other Action The USAF issued a response to DEC regarding the technical memorandum for PFAS compounds. The USAF stated that it follows the federal Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) process in investigations and response actions. They sited PFOS and PFOA as having promulgated cleanup levels under the State's formal rule-making process and as such, they are the two PFAS compounds evaluated as potential applicable or relevant and appropriate requirements (ARARs) on a site-specific basis. The USAF stated, as the additional four PFAS compounds listed in the PFAS tech memo are not promulgated at this time, they do not meet the CERCLA definition of an ARAR. Bri Clark
10/2/2018 CERCLA ROD Periodic Review DEC provided comments on the Draft Interim Record of Decision for Community of Moose Creek, Alaska, Long-Term Water Supply, Eielson Air Force Base, Alaska, dated August 2018. Topics of discussion included Garrison Slough RI/FS and Risk Assessment Scoping. 4/3/2019 Public Notice On April 3, 2019, the Alaska Department of Fish and Game (ADF&G) issued emergency order No. 3-R-U-01-19 closing sport fishing at Polaris Lake on Eielson AFB. The Emergency order is in response to concentrations of per and poly fluorinated alkyl substances (PFAS)identified above the EPA lifetime health advisory level of 70 parts per trillion. 4/12/2019 Update or Other Action A letter was sent to the U.S. Air Force regarding the language in the Moose Creek IROD describing modification/termination of LUCs. DEC requested the Air Force take immediate action to revise, or make exceptions to, its “Air Force Land Use Control Checklist for Active-Duty Bases on the NPL” to include language that allows the checklist user to require state concurrence for the modification/termination of LUCs when appropriate due to state law, existing federal facilities agreements, or other compliance agreements. 6/4/2019 Update or Other Action DEC sent a letter request for surface water sampling to be included in the Expanded Perfluorooctanoic Acid (PFOA) and Perfluorooctanesulfonic Acid (PFOS) Site Inspection at Eielson Air Force Base and Moose Creek, Alaska. DEC is requesting surface water sampling of the lakes, streams, creeks, sloughs and ponds that are adjacent to and within the Eielson AFB-Moose Creek PFAS plume. Dennis Shepard
6/12/2019 CERCLA ROD Approved On June 11, 2019, the Air Force Civil Engineer Center provided a signed Final Interim Record of Decision for Community of Moose Creek, Alaska, Long-Term Water Supply, Eielson Air Force Base, Alaska. The Interim Action is undertaken to address perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS) impacted groundwater with concentrations exceeding the EPA’s 2016 lifetime drinking water health advisory. The Interim Record of Decision (I-ROD) presents the selected interim remedy for the community of Moose Creek, Alaska. This interim action is limited in scope and addresses only provision of an alternative drinking water supply to the community of Moose Creek. Remediation of the contaminated groundwater will also be addressed in a Final Record of Decision (ROD). The selected interim action is required to protect human health in the short-term while a final remedial solution is being developed. This I-ROD will be followed by a Final ROD. Dennis Shepard
9/20/2019 Report or Workplan Review - Other U.S. EPA and DEC provided Joint Approval of the Expanded PFOA and PFOS Site Inspection at Eielson Air Force Base (AFB)and Moose Creek UFP QAPP WP (September 2019). The work plan objective is to laterally and vertically delineate PFOA and PFOS contamination in groundwater on Eielson AFB and in the adjacent community of Moose Creek. Activities include Sampling of existing groundwater monitoring wells on Eielson AFB, the perimeter of Eielson AFB, within the Chena River Flood Control Project, and in the area of Moose Creek, AK. Installation and sampling of temporary wells around the perimeter of Eielson AFB, within the Chena River Flood Control Project, and in Moose Creek, AK. The purpose of the investigation is to determine the concentrations PFOA and PFOS in surface water and sediment from Birch Lake, and in soil from the vicinity. The PFOA and PFOS concentrations in sediment and surface water will be used to coordinate and/or guide future surface water and sediment sampling. 12/5/2019 Meeting or Teleconference Held An annual meeting occurred at EPA Region 10 offices (1200 6th Ave., Seattle, WA 98101) to discuss the Installation Restoration Program at Eielson Air Force Base. Representatives from the Air Force, U.S.EPA, Alaska Department of Natural Resources (DNR) and DEC met with their respective Attorneys and contractors to discuss the implementation of a Critical Water Management Area (CWMA) in the Community of Moose Creek. The CWMA is needed to prevent the use of, and protect against exposure to, perfluorooctanoic acid (PFOA) and perfluoro-octanesulfonate (PFOS) contaminated groundwater. The Air Force announced that a petition for the CWMA had been submitted to DNR. DNR staff clarified the process for establishing the CWMA and timelines for public notification and public comment. 12/31/2019 Report or Workplan Review - Other DEC provided comments for the Draft Final Sampling and Analysis Plan (SAP), Project: F-35 Renovate Weapons Load Training Office & Hangar (B1340), Eielson Air Force Base, Revised December 11, 2019 (v4). 2/20/2020 Report or Workplan Review - Other EPA and DEC jointly approved the Final Addendum #1, Perfluorinated Compounds Eielson Air Force Base and Moose Creek Quality Assurance Project Plan, Eielson Air Force Base (December 2019). The amended Uniform Federal Policy (UFP) Quality Assurance Project Plan (QAPP) Addendum has been prepared to update the Final Perfluorinated Compounds Eielson-Moose Creek Quality Assurance Project Plan Eielson Air Force Base, Alaska (USAF 2018a). This addendum provides revisions to the following UFP-QAPP work sheets:#1 - #7/8 and #16. The Addendum #1 also provides revised tables for the Proposed Field Sampling Program for: Plume Boundary Properties, Granulated Active Carbon (GAC) Treatment Systems, Public Water Supply (PWS) Systems, and Focused System Sampling. 3/5/2020 Report or Workplan Review - Other DEC received the Draft Interim Technical Information Report (ITIR) for Fall 2019 Soil Stockpile Characterization Sampling Eielson Air Force Base, Alaska. The interim report documents the results of the sampling of nine of the F35 soil stockpiles located at Eielson AFB performed in late October and early November 2019. DEC also received the laboratory data deliverables including chromatograms and reports for the full suite of Per and poly fluorinated substances (PFAS)analyzed by method 537.1M. Dennis Shepard
3/18/2020 Report or Workplan Review - Other DEC provided review comments for the Draft Interim Technical Information Report, Fall 2019 Soil Stockpile Characterization Sampling March, 2020. The report documents the results of the perfluorooctanoic acid (PFOA) and/or perfluorooctane sulfonate (PFOS) sampling of nine of the F35 soil stockpiles located at Eielson AFB. The stockpile sampling was performed in late October and early November 2019. The interim sampling was completed in order to evaluate the incremental sampling methodology (ISM) approach and revise the integrated Work Plan and Uniform Federal Policy for Quality Assurance Project Plan if needed. 4/9/2020 Update or Other Action On April 9, 2020, the Alaska Department of Fish and Game (ADF&G) issued emergency order No. 3-R-U-02-20. The emergency order rescinds Emergency Order No. 3-R-U-01-20, and opens Polaris Lake to catch-and-release sport fishing. The Emergency order is in response to concentrations of per and poly fluorinated alkyl substances (PFAS)identified above the EPA lifetime health advisory level of 70 parts per trillion. In December 2019, the Board of Fisheries adopted a regulation that allows catch-and-release fishing in stocked waters that have become contaminated. Polaris Lake is a popular sport fishery among residents of Eielson Air Force Base. Dennis Shepard

Garrison Slough remedial investigation and risk assessment step out sample locations were discussed. 6/17/2020 Report or Workplan Review - Other DEC contaminated Sites program received the approved Final Groundwater Model Summary and Quality Report, June 2020, Eielson Air Force Base, Alaska. The numerical groundwater flow model was constructed and calibrated for Eielson Air Force Base in Alaska. The calibrated groundwater flow model was then used for simulation of contaminant fate and transport. The model will provide a tool to evaluate known and suspected groundwater contamination for selected contaminants of concern (COCs), including per- and polyfluoroalkyl substances (PFAS). This model will be updated by the Air Force as additional information concerning permafrost areas and hydro geological conditions become available. Dennis Shepard

The numerical groundwater flow model was constructed and calibrated for Eielson Air Force Base(EAFB)in Alaska. The calibrated groundwater flow model was then used for simulation of contaminant fate and transport. The model will provide a tool to evaluate known and suspected groundwater contamination for selected contaminants of concern, including per- and polyfluoroalkyl substances (PFAS). It can also be used to support and guide the identification of priority sites at EAFB for additional investigations, remedial activities, programmatic planning, and evaluation of health and environmental impacts on potential receptors. The report provides a discussion of field activities performed for stockpiled soils from the Eielson F-35A Beddown Program that may contain PFOA/PFOS or comingled PFOA/PFOS/POL. 8/11/2020 Meeting or Teleconference Held DEC, EPA and Air Force remedial project managers met to scope a remedial investigation for the per and poly fluorinated alkyl substances (PFAS) contaminated source areas on Eielson Air Force Base. Sample collection of soil, groundwater, surface water, sediments and biota were discussed. 9/10/2020 Report or Workplan Review - Other The Alaska Department of Environmental Conservation (DEC) has provided review comments for a Draft Quality Assurance Project Plan, Addendum for Remedial Investigation for PFAS at Various Sites, Eielson Air Force Base and Moose Creek, Alaska, September 2020. The work plan describes proposed field activities associated with an initial groundwater sampling event for a PFAS remedial investigation, and includes collecting groundwater samples for laboratory analysis from 50 existing monitoring, water supply, or drinking water wells located throughout the Eielson Air Force Base installation.
