Problems/Comments

Petroleum-contaminated soil associated with underground storage tanks (USTs) 1-4 was encountered at Igloo City near Cantwell. The size and fuel type of the USTs were: #1 = 5,000-gallon gasoline, #2 = 7,500-gallon gasoline, #3 = 10,000-gallon gasoline, and #4 = 5,000-gallon diesel. The USTs were deemed permanently out of use in July 1999 and were removed from the ground. Excavation work to remediate the contamination started in August 2017. The initial estimated volume of contaminated soil is approximately 1,600 cubic yards, although this number is still being updated. The majority of contamination is associated with gasoline USTs #1 and #2. A small portion of the contaminated soil, ~100 cubic yards, is associated with diesel UST #4.

Action Information

Action Date Action Description DEC Staff
9/1/2017 Document, Report, or Work plan Review - other Exploratory excavations were conducted at the locations of the four former USTs and dispensers in August 2017. The excavations encountered contaminated soil, approximately 1,200 cubic yards of which was landspread on the subject property and on the property across the street, also owned by Fisher Fuels. Contaminated soil was generated at three separate excavations: USTs 1& 2, USTs 3 & 4 (with co-located dispensers), and the UST 1 and 2 dispenser area. Confirmation sampling indicated soil contamination remained at the UST 1 & 2 excavation and at the UST 3 & 4 excavation, with concentrations of benzene up to 14.8 mg/kg in a floor sample from the UST 1 & 2 excavation and up to 0.763 mg/kg in a floor sample from the UST 3 and 4 excavation. The work plan calls for the sampling of seven soil borings, four in the vicinity of former USTs 1 & 2 and three in the vicinity of former USTs 3 & 4, in an effort to delineate the extent of soil contamination. If groundwater is encountered, a monitoring well will be installed to evaluate for the presence of groundwater contamination. Bill O'Connell
