Action Date | Action | Description | DEC Staff |
---|---|---|---|
6/1/2017 | Potentially Responsible Party/State Interest Letter | Potentially Responsible Party / State Interest Letter sent to American Mechanical Inc. by PPRP staff Kelley Tu. | Mitzi Read |
8/31/2017 | Update or Other Action | DEC sends letter to Arctic Sands, LLC describing regulatory requirements necessary prior to site closure. | Janice Wiegers |
8/31/2017 | Update or Other Action | DEC sent letter to Arctic Sands, current lessee of property, regarding anticipated cleanup actions that will be necessary for the site. Arctic Sands discovered petroleum contamination that appeared to be associated with a heating oil tank, and began cleaning up soil contamination. Arctic Sands also sampled groundwater from MW-1, a well left from the Omni Logistics cleanup, and found TCE slightly over DEC groundwater cleanup levels. TCE was not investigated as a chemical of concern during the Omni Logistics cleanup. | Janice Wiegers |
9/15/2017 | Spill Transferred from Prevention Preparedness and Response Program | Spill transferred by PPRP staff Mike Garrett. Spill no. 17309914403; spill date = 5/24/17; substance = diesel heating fuel; quantity = unknown; suspected source = faulty heating oil return line; PPRP file no. 100.02.155. | Mitzi Read |
9/20/2017 | Site Added to Database | A new site has been added to the database | Mitzi Read |
10/20/2017 | Update or Other Action | ARES submits letter responding to DEC letter dated 8/31/17. The ARES letter indicates Arctic Sand is working with the Fairbanks International Airport to dispose of the 200 cubic yards of contaminated soil stored on site and is planning additional excavation in the spring of 2018. A work plan will be submitted for additional delineation of soil and groundwater contamination and evaluation of vapor intrusion for the planned hangar. In addition, Arctic Sands plans to evaluate TCE found in MW-1, which is associated with the closed site "Omni Logistics", file 100.26.153. | Janice Wiegers |
4/20/2018 | Document, Report, or Work plan Review - other | DEC reviewed and responded to work plan submitted by ARES for additional excavation and landfarming of heating oil tank spill, passive soil gas sampling across site, and groundwater well installation at former Omni Logistics site and heating oil tank site. Comments were provided and revised work plan requested. | Janice Wiegers |
5/17/2018 | Document, Report, or Work plan Review - other | DEC approved work plan revisions dated 4/28/18. | Janice Wiegers |
4/11/2019 | Update or Other Action | Contacted ARES regarding status of field work from last summer; work was completed and report is pending. | Janice Wiegers |
5/9/2019 | Update or Other Action | DEC signed a transport approval for approximately 1,000 cubic yards of petroleum contaminated soil to be hauled to OIT for thermal remediation. | Janice Wiegers |
5/17/2019 | Update or Other Action | The consultant contacted DEC to say that excavation for the building foundation is occurring. The consultant is field screening and segregating soil based on the PID readings. Two additional areas of contamination have been found. DEC approved collecting 60 field screening samples and 12 analytical samples from the 1,700 cubic yard stockpile. This pile was segregated from the contamination material and is presumed to be clean. | Janice Wiegers |
6/11/2019 | Update or Other Action | Notified by consultant that an additional 1,000 cubic yard stockpile was created during excavation for the new building foundation. This pile is presumed to be clean, with all field screening results less than 0.1 parts per million. | Janice Wiegers |
10/25/2019 | Offsite Soil or Groundwater Disposal Approved | Approved transport of 10 gallons of purge water to NRC Viking Road facility in Anchorage. | Janice Wiegers |
5/7/2020 | Update or Other Action | Requested information about status of consultant from ARES. ARES indicated the majority of the site excavation for the hangar has been completed. They have begun to put up the steel for the structure and it is their preference to install groundwater monitoring wells after the building is completed. A portion of the sub slab vapor intrusion piping system has been installed. ARES is working on a Release Investigation Report for activities conducted to date and will prepare a separate groundwater monitoring well installation/sampling report when that portion is completed next year. | Janice Wiegers |
12/30/2021 | Update or Other Action | Contacted consultant regarding status of report and construction. DEC understands that vapor mitigation will be installed during construction of the building and additional groundwater monitoring wells will be installed to investigate impacts to the groundwater. | Janice Wiegers |
9/25/2023 | Update or Other Action | ARES reported that they found product in MW-4 (check to see if that is right well) while sampling the wells this fall. Some product was also seen in this well last year and was pumped out and left with the site operators. ARES will be completing the report soon and will document disposal of the product. At this point, the product is assumed to be associated with the contaminated soil that was excavated prior to well installations. ARES believes the well with product was installed within the former excavation boundaries. | Janice Wiegers |
