Problems/Comments
In September 2017, a Phase II-type investigation at the subject property indicated the presence of diesel range organics and gasoline range organics in soil at concentrations above cleanup levels. The results of the investigation found all GRO concentrations at 1,000 mg/kg or less and DRO was 3,100 mg/kg or less. There is GRO contamination exceeding the cleanup level in between the 2 tanker trailers on the north end of the property. The DRO contamination exceeding ADEC cleanup levels is more widespread, but the majority is on the north side of the metal framed building. Additional DRO contamination above ADEC cleanup levels exists on the west side of the larger tanker trailer and between the 2 tanker trailers. The investigation is underway. The property is used for aircraft fueling with an Av-gas aboveground storage tank (AST) and jet-A AST. A fuel tanker truck is also frequently parked at the site.

RRO will not be analyzed due to low DRO values and biogenic wetland interference. His site visit indicated no sheen on the creek and that snow dumping occurs in the creek and the 2 culverts. Chilkat Environmental will advance 6 to 12 test pits using a mini excavator or a hand auger and collect 50 samples. These will be analyzed for ambient odor and sheen. Half of these samples will be field screened using a photoionization detector (PID) and 10 samples (having the highest PID results) will be submitted to a laboratory for analysis of gasoline range organics (GRO) and diesel range organics (DRO). Two samples (having the highest PID results) will also be analyzed for lead, volatile organic compounds (VOCs), and semivolatile organic compounds (SVOCs) including polycyclic aromatic hydrocarbons (PAHs). The samples may be held in the laboratory for total organic carbon (TOC) analysis and these results may be used to calculate a site-specific alternative cleanup level. | Danielle Duncan |
| 8/15/2018 | Site Characterization Report Approved | Approved the Characterization for Hill Fuel Hoonah Airport this date. The results found petroleum contamination above ADEC cleanup levels in test pits A and B only which are located on the north end of the property. In this area, DRO was present up to 2,800 milligrams per kilogram (mg/kg). GRO was also present up to 360 mg/kg and the prior ESA found GRO up to 1,000 mg/kg. Other petroleum constituents above ADEC cleanup levels were naphthalene and 1,2,4-trimethylbenzene. The contamination appears to continue north of the site on to private property and potentially below the airport apron; these areas are inaccessible. The requested and approved remedy is site closure with the institutional control being an asphalt cap once an asphalt batch plant is available in Hoonah. The site will remain open on the CS database until the capping is complete. | Danielle Duncan |
