Problems/Comments
Historically the parking lot area for buildings 3480 and 3490 was used for military vehicle maintenance and storage. While hand auguring post holes for heating bolt outlets (HBO) in October 2016, contamination was identified in the soil. Photoionization detector (PID) readings ranged from 100 to 200 ppm. Two analytical waste samples were collected from the potentially-contaminated soil for the analysis of: gasoline range organics (GRO), diesel range organics (DRO), residual range organics (RRO), volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), polynuclear aromatic hydrocarbons (PAHs), and Resource Conservation and Recovery Act (RCRA) metals. Sample results were compared to DEC 18 AAC 75.341 Method Two, Under 40-inch Zone, most stringent cleanup levels. DRO, arsenic, chromium, naphthalene, and 1-methylnaphthalene concentrations exceeded the DEC cleanup level in the soil. However, the only contaminants of potential concern for this area is DRO and naphthalene.

| 6/29/2021 | Document, Report, or Work plan Review - other | ADEC received the reviewed the Draft 2021 Preliminary Source Evaluations Work Plan, Fort Wainwright, Alaska dated June 2021. The Work Plan describes the proposed investigation approach for preliminary source evaluations at 6 sites: Fort Wainwright Bldg 1004 Parking Lot, Fort Wainwright Bldg 3480-3490 HBO Installation, Fort Wainwright Farmer's Loop, Fort Wainwright Motor Pool Parking Lots Bldgs 3485/3492/3494/3496 (Crane Sites & Fenceline Spill - two sites in the PSE Rpt), and CC-FTWW-106 Pipeline Breaks - Neely Road and Oak Avenue, which is not in the CS database. The Work Plan will be followed in conjunction with the 2020 Postwide FWA Uniform Federal Policy for Quality Assurance Project Plan (UFP-QAPP), dated June 2020. The objective of conducting this PSE is to determine if residual contamination remains that may present a threat to human health or the environment, and to determine appropriate further action. | Cascade Galasso-Irish |
| 3/21/2022 | Offsite Soil or Groundwater Disposal Approved | ADEC provided approval to transport approximately 10 gallons of petroleum contaminated soil to the U.S. Ecology soil treatment facility in Moose Creek, Alaska. The soil was generated from preliminary source evaluation (PSE) site work conducted on 9/5/2021. | Erica Blake |
| 5/13/2022 | Offsite Soil or Groundwater Disposal Approved | ADEC approved transport of approximately 265 gallons of purge water generated from preliminary source evaluation investigations conducted in 2021 at four sites (Bldg 1004, HBO Bldgs 3480-3490, Pipeline Breaks - Neely Rd & Oak Avenue and Motor Pool Bldgs 3492/3494/3496 - Crane Sites). The purge water will be transported from Fort Wainwright Building 3491 to the U.S. Ecology Viking Facility in Anchorage, Alaska. | Erica Blake |
| 10/3/2022 | Site Characterization Report Approved | ADEC approved the Final 2021 Preliminary Source Evaluation 2 Report, Building 3480-3490 HBO, dated September 2022 on this date. The 2021 PSE results indicate several releases of petroleum, oil, and lubricants (POL) have likely occurred at the site, and contamination has impacted shallow subsurface soil and migrated to groundwater. DRO and 1-methylnaphthalene exceeded ADEC Table B1 and B2 Cleanup Levels in soil, and DRO and RRO exceeded the ADEC Table C Groundwater Cleanup Levels in groundwater. The site is NFA under CERCLA and further investigation will occur under the Two Party Program. | Cascade Galasso-Irish |
| 12/23/2025 | Document, Report, or Work plan Review - other | The Alaska Department of Environmental Conservation (DEC) received the Draft 2025 CERCLA Sites and Two-Party Sites Work Plan Addendum on December 17, 2025. DEC has reviewed the Draft 2025 CERCLA Sites and Two-Party Sites Work Plan Addendum which outlines the management and treatment of Investigation Derived Waste (IDW) water generated on Fort Wainwright as part of the ongoing groundwater monitoring program at the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Operable Units (OUs) along with the Two-Party sites. State comments were submitted to Army on December 23, 2025. | Carly Jensen |
