Problems/Comments

During groundwater monitoring for the Neely Road Building 3570 Former PX Gas Station (DEC File Number 108.38.078, Hazard ID 3691) an anomaly was observed in the downgradient monitoring well, AP-9685. During preparation of the 2014 report for the Building 3570 Former PX Gas Station site, a tetrachloroethene (PCE) concentration above the DEC cleanup level was observed in ground water. The PCE concentration in AP-9685 was 46 µg/L in July 2014, but dropped to 2.0 µg/L in October 2014. During a historical data review, PCE has exceeded the DEC cleanup level in 7 of the 20 sampling events at AP-9685. The other monitoring wells sampled in the Neely Road groundwater monitoring project have had trace amounts of PCE detected (less than 1 µg/L). Since the PCE source at the AP-9685 well may not be connected to the Neely Road site currently being sampled, the Army proposed conducting a separate investigation from the Neely Road groundwater monitoring project. Potential contaminants of concern at this site are PCE and other chlorinated compounds. The contamination identified is in the groundwater.

The document describes a proposed investigation approach for preliminary source evaluations (PSEs) at multiple sites located on Fort Wainwright, Alaska (FWA). The sites planned for investigation are; CANOL Pipeline Pump Station, North Refueling (four source areas), Building 3480 UST 208, Building 3030 South Loading Dock, TCE in monitoring well AP-5531 (near Building 3007 Drainage Swale), Building 3038 and Sage Hill. The objective of conducting this PSE work is to determine if contamination remains that may present a threat to human health or the environment, and to determine appropriate further action. 2/11/2021 Offsite Soil or Groundwater Disposal Approved ADEC approved the transport of 150 gallons of purge water generated from four sites (TCE in monitoring well AP-5531 - near B3007 Drainage Swale, Bldg 3030 South Loading Dock, North Refueling, and OU4 Landfill) on Fort Wainwright, Alaska from the Fort Wainwright hazardous waste facility (Building 3489) to U.S. Ecology in Grand View, Idaho for treatment and disposal. The Preliminary Source Evaluation (PSE) Report documents the activities performed to evaluate potential soil and groundwater contamination at the Building 3030 South Loading Dock Neely Road Site. The report documents the presence of tetrachloroethylene (PCE), trichloroethylene (TCE), and daughter product concentrations in the groundwater above applicable clean up levels. 8/5/2022 Document, Report, or Work plan Review - other ADEC completed a review of the Draft Preliminary Source Evaluation (PSE) for Building 3030 and Building 1060 Vapor Intrusion (VI) Study. The PSE Report details indoor air and sub-slab soil gas sampling efforts during late winter to help determine if VI is occurring and to evaluate the concentrations of chlorinated volatile organic compounds (VOCs) in buildings 1060 and 3030. All samples were analyzed for VOCs, including trichloroethelyne (TCE) and perchloroethelyne (PCE) along with their degradation products. The report recommends a follow up sampling event to occur in late summer or early fall to capture seasonal fluctuations in VI. ADEC recommended a mitigating action to address vapor concentrations migrating through the “Crawlspace Hatch in Utility Closet off Hallway” location to limit the current exposure occurring to receptors in that area. 8/23/2022 Site Visit ADEC, Army, USACE, USAEC, EPA conducted a site visit of 1599, 801 Drum Burial Site, Beacon Tower Landfill, some construction sites (namely the Aquatics Center construction adjacent to the Oak Avenue Pipeline, and the North Town Sink Hole. Additionally, scoping for the August VI sampling efforts at 1060 and 3030 were discussed. Tim Sharp
2/21/2023 Document, Report, or Work plan Review - other DEC has reviewed the Draft Preliminary Source Evaluation and Groundwater Monitoring Work Plan, which details soil and groundwater sampling at the Beacon Tower Landfill location via test pits, soil borings, and temporary monitoring well installation, and groundwater sampling at the Building 3030 site via installation of three permanent monitoring wells. Samples collected at Beacon Tower Landfill will be analyzed for gasoline, diesel, and residual range organics (GRO, DRO, RRO), volatile and semi-volatile organic compounds (VOCs, SVOCs), pesticides, herbicides, Resource Conservation and Recovery Act (RCRA) metals, polychlorinated biphenyls (PCBs), dioxins and furans, and explosives. Groundwater samples from Building 3030 will be analyzed for VOCs only. Waste streams will also be analyzed for per- and polyfluoroalkyl substances (PFAS) to determine disposal options. Tim Sharp
9/29/2023 Document, Report, or Work plan Review - other DEC completed a review of the Draft Simplified Field-Screening Plan for Building 3030 Parking Lot Improvement Project. The work plan details field-screening activities during geotechnical explorations for the parking lot improvements project for the Building 3030 parking lot. Field screening will be conducted for volatile compounds during soil boring activities at the project site. Project work is in an area with no known soil contamination, however, there is known tetrachloroethylene (PCE) contamination in the groundwater underlaying the site. Planned soil boring depths will terminate above groundwater levels. Any discoveries of contamination need be reported to the Prevention, Preparedness, and Response Program (PPRP) as required under 18 AAC 75.300. Tim Sharp

3/11/2024 Document, Report, or Work plan Review - other DEC completed a review of the Draft Building 3030 Groundwater Monitoring Tech Memo. The tech memo details monitoring well installation, soil sampling, and groundwater investigation at the Building 3030 South Loading Dock Neely Road site. Three new monitoring wells were installed, developed, and sampled. Soil and groundwater samples were analyzed for volatile organic compounds (VOCs). No VOCs were detected in soil samples, but there were limited detections in wells FTW-MW-2023006 and FTW-MW-2023007 below project action limits (PALs). PALs were the EPA Regional Screening Levels (RSLs) for resident soil or tap water, with a carcinogenic target risk of 1x10-6 and a non-carcinogenic target hazard quotient of 0.1. Soil results were reported in wet weight as unpreserved soil samples were not provided to the lab for percent moisture calculations, resulting in suboptimal data quality. Tim Sharp
4/25/2024 Document, Report, or Work plan Review - other DEC has completed a review of the Draft Doyon Utilities Addendum to the Post-Wide Sampling and Analysis Plan (SAP) for the P2213 Building 3030 Utilidor Rehabilitation. This SAP Addendum describes upgrades to the utiliduct system located near Building 3030. Aside from the known chlorinated solvents at the site, the utiliduct systems on FWA have been known to contain lead based paint, asbestos, and polychlorinated biphenyl (PCB) contamination. DEC has requested that solid waste generated from this work be sampled for these potential contaminants of concern prior to disposal. Tim Sharp
