Problems/Comments

In June 2016, during demolition activities, aging paint containing polychlorinated biphenyls (PCBs) and lead were determined to be flaking from cement curbs and metal structures and entering the drainage system at the Ballistic Missile Early Warning System (BMEWS) at Clear Air Force Station. Demolition activities have taken place at the former BMEWS facility since 2016 and resulted in lead and PCB contamination of surface soils and drainages due to flaking lead and PCB-infused paint. During the demolition of the BMEWS and construction of the new LRDR in 2019, evidence of PCB contamination was found on the surface of concrete foundations at B101 and B102 in the form of oil-like stains. A TCRA was conducted in 2021 to remove PCB-contaminated concrete from the foundations of two buildings, B101 and B102. B101 still has four grid cells originally slated for removal; Grid Cells 8 and 40 (hazardous) and Grid Cells 35 and 49 (non-hazardous). Only one contaminated grid cell remains at B102, Grid Cell 40 (hazardous). 2018: an out-of-service well was discovered east of Building 101. Petroleum was found at the groundwater surface and sampling showed detectable concentrations of DRO and RRO with concentrations of RRO above the DEC CULs. The petroleum was pumped out and the well was developed into a monitoring well. Additionally, an abandoned well was discovered during demolition activities associated with Building 101. 2019: Shannon & Wilson developed the abandoned well using surge and purge methods. DRO was detected at 1.72 mg/L in the primary and 1.63 mg/L in the field duplicate sample. RRO was detected at concentrations of 1.72 mg/L and 1.63 mg/L in the primary and field duplicate samples. This site includes the following spill numbers: 17309915203, 18309914201, 18309914302, and 18309914401. This Hazard ID was formerly known as Clear AFS BMEWS Utilidors.

5/1/2017 Update or Other Action In May 2017, CSP was notified that construction activities were underway at Clear Air Force Station, and that flaking polychlorinated biphenyl (PCB)-contaminated paint had been observed in the soil at the facility. The Ballistic Missile Early Warning System (BMEWS) facility, which has been decommissioned since 2001, is slated for demolition to make room for the new Long Range Discrimination Radar (LRDR). The BMEWS facility includes ten buildings, three radar arrays, and ~1/2 mile of utilidors. Environmental sampling conducted in 2016, indicated that large areas of the facility were painted with PCB-containing paint. In May 2017, CSP conducted two site visits at CAFS. During the site visits, it was evident that a large amount of PCB-containing paint was flaking into floor drains, and several pools of an oil-like substance were observed throughout the facility. A large amount of PCB paint had flaked into the soil from the base of the radar arrays, and PCB-painted material had been moved into several piles around the facility. The US Air Force, Missile Defense Agency and Army Corps of Engineers (USACE) are all involved in the demolition and upgrade. The Spill Prevention and Response Division (SPAR) had not received prior notification of oil or hazardous substance releases that the DOD Services have been aware of them for some time. The proposed modification indicated that the "Consolidated PCB Temporary Staging Area", as described in sections 3.0, 3.4, 3.4.1, 3.4.2, and 3.4.3 of the draft final work plan, would be relocated to the area just east of the approved location, and on the same side of the road. 8/1/2017 Meeting or Teleconference Held MEETING: CLR033e Utilidor Demolition Weekly Synch Meeting 01AUG17. With regard to the Temporary Storage Area construction and maintenance, CAFS representatives advised DEC that the originally-approved site in the work plan (Preliminary Assessment/Site Investigation [PA/SI] Remediation/Demolition of Two Utilidor Sections, Dated July 2017. Prepared by Brice Environmental) is no longer feasible due to logistical issues. They were going to use the area north of the rail and east of the coal yard. However, it was anticipated that they would have a problem getting an easement approval from Golden Valley Electric Association (GVEA). The next choice is an area approximately 80 meters to the SE of the aforementioned site, on the south side of the rail. It is in a corner near the woods & rail and Brice Environmental indicated that there is enough space to do what they need to do. DEC inquired about drainage in the area. CAFS representatives indicated thatif needed, they have many cubic yards of fill material from the berms, and that the area can be built up. Jamie McKellar

The objectives for this work plan include the handling, transportation and disposal for the PCB impacted wastes (concrete and metal) generated during the demolition of a utilidor section near Building 106. The work plan was originally submitted to DEC on January 17, 2018 and revised twice. It was approved on February 6, 2018. 3/28/2018 Document, Report, or Work plan Review - other RTCs RECEIVED: Draft Final Demolition Work Plan Addendum, Characterization/Remediation/Demolition of Remaining Building 645 Utilidor Sections. Prepared by HGL. Dated March 2018. HGL now refers to this is a "mini addendum" to the work plan. The scope of work for this WP Addendum mirrors that provided in the approved Demolition WP (HGL, 2017a) and is being extended to the remaining Building 645 utilidor sections. The approximate length of the remaining utilidors is 1,762 linear feet. The transmittal email from HGL indicates that this is in addition to and separate from the full work plan addendum which addresses abatement and demolition activities for all structures included in our scope of work. 5/2/2018 Site Visit DEC performed a site visit of the BMEWS facility. As part of the visit, DEC observed that the BMEWS-type aboveground utilidors extends east from the coal power plant to the fire department in the "Technical" section of the base. This section of utilidors is not included in the BMEWS demolition. If this section of utilidors is constructed in the same manner as the BMEWS sections, multiple drains to soil and flaking PCB- and Lead-containing paint may be present. It is unclear if these sections are being maintained. It is recommended that an inspection of that section of utilidors be conducted at some point in the future. Monte Garroutte
5/3/2018 Update or Other Action INFORMATION REQUEST (via email): During the May 2, 2018 onsite visit, DEC observed sheening in the location of the former PCB staging area. Some of the sheen had a rainbow appearance and some had a milky appearance. DEC was unable to determine the source of the sheening. On May 3,2018, DEC advised USAF that the sheen should be recovered and investigated, and that DEC would be tracking it as a new source area pending confirmation of a release. Jamie McKellar

5/29/2018 Update or Other Action On 5/25, three spill notifications were submitted to DEC's PPR program. The notifications indicate that areas of approximately 50 sq ft., 50 sq ft., and 10 sq ft. were impacted on May 22, May 23, and May 24, respectively. Releases were attributed to paint chips that became dislodged from the wave guides as they were cut and holes in a tarp which allowed rain water to enter the transport trailer, and then transport the chips out of the trailer through failed seals. Spill no. 18309914401; spill date = 5/24/18; substance = PCB paint chips; quantity = unknown; source = leaking transport trailer; PPRP file no. 151.02.001; description: Demilitarized waveguides stored in transportation trailers leaked paint chips outside the trailers due to water infiltration. Holes in the tarp on the transport trailer allowed rain water to enter and the paint chips leaked through the failed seals. All paint chips were vacuumed up with a HEPA vacuum. Water was removed from the trailer to the greatest extent possible and tarps were placed on the trailer to limit more water infiltration. 6/4/2018 Update or Other Action LETTER: From DEC to USAF regarding submission of final work plans and reports. Since May 2017, DEC has received and reviewed multiple draft work plans for contaminated site characterization and removal activities associated with the Long Range Discrimination Radar (LRDR) project at CAFS. To date, DEC has not received final work plans or initial reports for the majority of the work conducted at CAFS. A summary of the submitted reports and work plans, along with the current status of reporting was included in the letter. DEC requested a timeline for submission of the outstanding work plans and reports within two weeks of receipt of the letter. Jamie McKellar

7/26/2018 Meeting or Teleconference Held On 7/20/2018, a teleconference was held with USAF, USACE, MDA, HGL, and DEC to discuss deposition of concrete at the Denali Borough Landfill. Based on their records and recollection, Denali Borough Landfill advised that the concrete curbs (approximately 75 cubic yards) were not brought to the landfill. USAF, USACE, and HGL were trying to locate the material, which is suspected to contain PCBs above DEC cleanup levels. On 7/26/2018, USACE advised DEC that the truck driver responsible for bringing the concrete curbs to the landfill admitted that he took them to his own property and used them as fill material. This individual has several properties and USAF has not yet identified where the material was taken. USACE has also been advised that the concrete curbs have been covered by several feet of topsoil. DEC advised USACE to hold off on submitting a spill notification until the concrete is located. Jamie McKellar

Proposed Changes: The references to abatement, confirmation sampling, demolition, and disposal of abated concrete curbs as construction debris will be removed or replaced with methods and procedures for demolition and disposal as PCB bulk product waste without abatement. The proposed tracked-change pages are attached to this Field Work Variance. Technical Justification: During the week ending 2 Jun 2018 following demolition of the siding and structural steel at U645 between B101 and B104, the HNC COR, a cream-colored coating was observed on the backside of the U645 concrete curbing. This coating material is similar to that found on the scanner array footers. On 19-20 Jun 2018, concrete samples were collected, applying the same methods as the confirmation samples from the abated curbing and abated floor striping. The preliminary results show that PCB is present above the 1ppm cleanup criteria in 17 of 22 samples, with exceedance concentrations ranging from 1ppm to 2.9ppm and average exceedance concentration of 1.7ppm. No further abatement of PCB coated concrete will be performed because (1) this PCB coating has been observed on above ground floor visible vertical concrete surfaces within the BMEWS structures, (2) the backside of the curbing and many vertical concrete surfaces are not accessible for abatement prior to structural demolition, and (3) abatement of PCB coated concrete after demolition would increase the risk of PCB release to the environment, place site personnel at risk for unnecessary exposure as well as impact the disposal schedule of PCB bulk product waste. The following day, May 8, 2019, USAF advised DEC that work had already commenced under the Sampling and Analysis Plan without DEC approval. On May 8, DEC provided an accelerated review of the Sampling and Analysis Plan. DEC also requested that USAF provide an expedited turnaround on its responses to comments since crews were already working within the footprint of an open contaminated site without a DEC-approved work plan. On May 16, 2019, DEC received an incomplete response to comments from USAF. The outstanding information was subsequently provided in a May 16 phone call and email. 8/8/2019 Update or Other Action On February 5, 2019, DEC’s Solid Waste Program issued a letter to USAF requesting submission of a concrete sampling plan for concrete associated with the former BMEWS facility. In several subsequent meetings, including one on June 28, 2019, DEC reiterated that the clear/light grey coating needs to be sampled. During the July 16, 2019 site visit, DEC representatives specified that samples of the clear/light grey coating should be collected to a depth of no more than 1/8-inch. On 8/8/2019, DEC sent a letter to USAF with additional clarification regarding these requests, which are needed by DEC and EPA for the following reasons: 1) To determine PCB concentrations of the clear/light grey coating. Based on the available data and observations made at Clear AFS, the clear/light grey coating, which is known to contain PCBs, is present on concrete throughout the former BMEWS facility. 2) To determine the concentrations of contamination associated with all sources of PCB contamination on the concrete slabs (PCB oils, etc.). This includes contamination that occurred because of BMEWS demolition work practices. To clarify further, the expectation is that samples will be taken as shallow as possible and not to exceed 1/8-inch. Jamie McKellar

(HGL) requesting approval to sample the Building 103 concrete slab vertical faces in only one location. The basis for this request is that HGL’s sampling team found that there are significant sections with no exposed edges and that onsite personnel including HGL, Missile Defense Agency, and U.S. Army Corps of Engineers have identified only one location where sufficient foundation is accessible for sampling. DEC reviewed the request with staff from Region 10 EPA and denied the request to sample in only one location on 10/2/2019. 11/13/2019 Update or Other Action On 11/13/2019, DEC provided a response to USAF, MDA, and HGL regarding the comment table titled "HGL Photo Logs and Work Plans." Additional information about the 2018 field season was requested on 1/31/2019. As part of the response to DEC’s request, HGL provided a photo log that included details on certain components of the project. DEC provided comments on January 31, 2019 and May 7, 2019. The most recent response to comments was submitted by USAF/MDA on June 25, 2019. The delay in responding to the HGL Photo Log & Work Plan responses to comments was due to competing priorities and reviews for Clear AFS during the 2019 field season. The acknowledgement letter 1) highlighted concerns about fieldwork conducted by HGL in 2018 and 2019 2) informed USAF, MDA, USACE-Huntsville, and HGL that no further action is required for the BMEWS Demolition report and 3) encouraged all parties to coordinate with regulatory agencies as soon as possible in the future. The CSP denied this request for the following reasons: 1) The PCB concentration 1.024 mg/kg exceeds the 18 AAC 75 Table B1 Human Health Cleanup level of 1.0 mg/kg 2) 18 AAC 75.370(a) prohibits blending contaminated soil with uncontaminated soil, and 3) Determinations regarding beneficial reuse of polluted soil are made by DEC's Solid Waste Program. The Solid Waste Program confirmed that they would not approve any beneficial reuse for soil that exceeds the HH cleanup level for PCBs Jamie McKellar
8/29/2023 Update or Other Action USAF provided an update on the TCRA: Supersacks of hazardous (109 supersacks) and non-hazardous (85 non-hazardous) concrete debris were moved, covered, and stored at Beneficial Use Pad (BAP) during October 2022. During July and August 2023, the supersacks were loaded into AKRR railcars. Three railcars with a total net tonnage of 327,500 lbs. left Clear SFS on 8/17/23 and arrived in Anchorage on 8/21/23 (via Fairbanks). Two of the railcars contained hazardous (PCB) concrete and associated debris (soil, liners, drums, rebar) that represented approximately 198,500 lbs. The third railcar contained nonhazardous concrete debris totaled 129,000 lbs. The waste left Anchorage the week of 8/21/2023 via a barge. The hazardous material will be disposed of at the Chemical Waste Management Landfill in Arlington, Oregon. 8/12/2024 Document, Report, or Work plan Review - other DEC has reviewed the Draft Limited Site Inspection (SI) Report for CD027 and SS024, which details sampling in surface and shallow subsurface soils to assess if further sampling or remedial investigation is required, or if the site can be eliminated from further consideration. No groundwater was assessed as part of this SI. Forty soil borings were collected and analyzed for gasoline, diesel, and residual range organics (GRO, DRO, RRO), volatile and semi-volatile organic compounds (VOCs, SVOCs), polycyclic aromatic hydrocarbons (PAHs), polychlorinated biphenyls (PCBs), pesticides, and metals. The report recommends that Site CD027 be reevaluated if the land use change is proposed, and Site SS024 be eliminated from further consideration as petroleum contamination did not exceed the project screening levels and non-petroleum analytical results are not indicative of an uncontrolled release. DEC does not concur with the elimination of SS024 from further consideration and anticipates further work being necessary at both of these sites. Tim Sharp
9/13/2024 CERCLA Removal Action Report DEC provided comments on the Time Critical Removal Action (TCRA) for the removal of polychlorinated biphenyl (PCB) contaminated concrete from the foundations of former Buildings 101 and 102 at the former Ballistic Missile Early Warning System (BMEWS) facility. Further removal is required as the amount of concrete that needed to be removed exceeded contract scope. Tim Sharp
