Problems/Comments
UPDATE During the 2018 - 2019 construction season, several thousand cubic yards of PFOS contaminated soil was excavated and stockpiled for treatment or disposal. PFOS contamination was identified in all excavation bottom confirmation samples indicating PFOS remains in soil and groundwater on the site. In the fall of 2017, petroleum contamination was discovered during construction of two hangers at Eielson Air Force Base: project EIE376 for the F35A Propulsion MX/Dispatch Hangar, and project EIE379 for the F35A Squad Ops/AMU Hangar. Diesel range organics, polycyclic aromatic hydrocarbons, volatile organic compounds, per- and poly-fluoroalkyl substances have been confirmed in soil and a petroleum sheen was noted on groundwater entering excavated areas. The site includes the following spills: Spill no. 17309926401; spill date = 9/21/17; substance = unknown; quantity = unknown; source = unknown; PPRP file no. 107.02.004; description: soil that exceeded field screening limits during construction project EIE376 for the F35A Propulsion MX/Dispatch Hangar were excavated and stockpiled according to work plan. Spill no. 17309929102; spill date = 10/18/17; substance = unknown; quantity = unknown; source = unknown; PPRP file no. 107.02.004; description: during construction project EIE379 for the F35A Squad Ops/AMU Hangar a sheen and smell were present on groundwater during excavation for building footers. Soil from the footer excavation was stockpiled in accordance with the work plan. Spill no. 18309919201; spill date = 4/1/18; substance = water containing PFOA and PFOS; quantity = 270,000,000 gallons (3 million/day for 90 days); source = dewatering discharge; PPRP file no. 107.02.004; description: dewatering activities from foundation preparation area (64.656136, -147.03559) for F35A project EIE376 Hanger Propulsion Maintenance Building caused the discharge contaminated water to an area of ~50 acres behind the E-11 tank farm (64.650937, -147.043958). Surface water samples collected from settling ponds at culvert by Quarry Road exceeded 0.4 ug/L.
