Problems/Comments

The CANOL pipeline, constructed during World War II, transported fuel from the Norman Wells Oil Field in Northwest Territories, Canada to Ladd Air Force Base (AFB) in Fairbanks, Alaska. The entire CANOL system contained 1,600 miles of pipeline. CANOL No. 4, from Whitehorse to Ladd AFB, extended 605 miles with approximately 296 miles of pipeline located in Alaska. CANOL Pipeline No. 4 was on the ground surface and was used to transport aviation gasoline, motor gasoline, and diesel fuel oil. A 2017 site visit noted infrastructure remains including: concrete pump house foundation, building debris from the shop/garage, and structure debris from the tank truck loading and barrel filling unit area. The area surrounding the 100- and 300-bbl equalizing tanks and extending to the 1,000-gallon fuel day tank area was found underwater. Distressed vegetation and fuel odor was identified in an area southwest of the former equalizing tanks. In addition to the pump station features, a large number of drums, cans, and other debris were observed across the site. A follow up 2017 site investigation documented DRO; benzene; ehtylbenzene; xylenes; 1,2,4 TMB; naphthalene; 1-methynaphthalene; and 2-methylnaphthalene above cleanup levels in soil borings 10-20 feet below ground surface and DRO; RRO, cadmium; and mercury were documented above cleanup levels in surface soil.

The plan details the sampling of three groundwater monitoring wells to evaluate contaminant concentrations at the former CANOL Pump Station "L". The work plan is an addendum to the 2019 Final Work Plan CANOL Pipeline No. 4 Formerly Used Defense Site CANOL Pump Station "L" Contaminated Soil and Nonhazardous Debris. 9/2/2021 Document, Report, or Work plan Review - other 2020 Removal Action Report for CANOL Pump Station "L" has been approved. Report detailed the continuation of soil removal started in 2019. Approximately 7,424 tons of contaminated soils were removed. Additionally over one ton of nonhazardous metallic debris and transite pipe were removed from the site. Analytical samples from the sidewalls of the excavation yielded clean margins, however, the bottom of the excavation was inundated with water, preventing collection of a base sample. Monitoring well sample results show a small DRO plume with concentrations up to 6,230 ug/L, above Table C Groundwater cleanup level of 1,500 ug/L. Surface water samples were all below Alaska Surface Water Quality Standards for TAH and TAqH. USACE plans to continue groundwater monitoring at this site. Kelly Walker

3/28/2024 Site Characterization Report Approved DEC reviewed and approved the Environmental Investigation Report for the former CANOL Pump Station "L". This report detailed the installation of five additional groundwater monitoring wells at the site to determine the full extent of groundwater contamination at the site. Soil samples were collected and analyzed for diesel range organics (DRO) and polycyclic aromatic hydrocarbons (PAHs) to evaluate subsurface soil contamination. All results were below DEC Migration to Groundwater cleanup levels. Groundwater samples were collected from both the previously installed wells at the site and the newly installed wells. Results indicate groundwater contamination is still present at the site and monitoring is ongoing. Kelly Walker
