Problems/Comments

The CANOL pipeline, constructed during World War II, transported fuel from the Norman Wells Oil Field in Northwest Territories, Canada to Ladd Air Force Base (AFB) in Fairbanks, Alaska. The entire CANOL system contained 1,600 miles of pipeline. CANOL No. 4, from Whitehorse to Ladd AFB, extended 605 miles with approximately 296 miles of pipeline located in Alaska. CANOL Pipeline No. 4 was on the ground surface and was used to transport aviation gasoline, motor gasoline, and diesel fuel oil. A 2017 site visit noted infrastructure remains including: concrete pump house foundation and a few scattered pipeline sections and drums. Also, a cesspool and a potential landfill that was not identified on plot plans were identified north of the pump house. Fuel odor was noted near a broken pipeline. A follow up 2017 site investigation documented DRO; 1,2,4 TCB, naphthalene, 1-methynaphthalene; 2-methylnaphthalene; TCE; and VC above cleanup levels in surface soil samples and fuel, TCE, VC, and arsenic above cleanup levels in surface soil at the areas of broken pipelines at up to 27 feet below ground surface.

12/28/2018 Document, Report, or Work plan Review - other DEC comments - Draft CANOL 2018 Soil Sampling Report, Pump Station “M” Site Inspection. DRO and PAHs were delineated in surface and subsurface soils at the Broken Pipelines area of concern to a depth of 65 feet below ground surface. An exceedance of DRO maximum allowable concentration was also documented at this AOC. Groundwater was not documented to be impacted at the site during this sampling event, however DEC will request additional investigation of groundwater in the area, particularly as one known drinking water well appears to be downgradient of the site. 6/16/2023 Site Characterization Report Approved DEC reviewed and approved the Removal Action Report for the former CANOL Pump Station "M". Approximately 6,000 tons of contaminated soil was removed from the site during the 2023 field season. Based on confirmation sample results, contamination remains to the south and east of the excavated area. Additional delineation of contaminated soils is required. It is estimated that approximately 5,200 to 12,412 tons of petroleum contaminated soil remains between 0 to 15 feet below ground surface at the former pump station. DRO was detected at concentrations above Migration to Groundwater in confirmation samples from the excavation. Additional investigation is required to determine if impacts to groundwater are present at the site. Kelly Walker
3/28/2024 Site Characterization Workplan Approved DEC reviewed and approved the "Work Plan, CANOL Pipeline No. 4 FUDS, CANOL M Contaminated Soil and Debris Removal and Disposal" for the former Pump Station "M" site. This work plan details the continuation of contaminated soil removal and installation of up to four groundwater monitoring wells at the site. Work is expected to be conducted in fall 2024.
