Problems/Comments

On November 28, 2016 it was discovered that approximately 1,500 gallons of ultra low sulfur diesel fuel had been released in the generator building at the AT&T Alascom Tolovana Amplification Site due to a mechanical failure of a fuel filter housing. The fuel spilled inside the generator building and then onto the ground beneath the building. The unmanned amplification site consists of a communications building on skids, a generator building on skids, and a 4,000-gallon double-walled aboveground storage tank. The site is fenced and locked while unoccupied. Initial response efforts included cleaning the interior and excavation of contaminated material beneath and in front of the generator building. Excavation was limited due to infrastructure. Impacted soil not exceeding DEC human health cleanup levels remains at the base and sidewalls of the eastern edge of the excavation, beneath portions of the buildings and fuel tank, along portions of the fiber optic corridor and in a small location along the Elliot Hwy.

This addendum modifies the December 2016 Sampling and Analysis plan to include site characterization along the Elliot Hwy east of the site and south using direct push technology. 6/26/2018 Site Visit DEC met RP and consultant at site to conduct an excavation along the fiber optic corridor. Two sampling pits were excavated, headspace samples were collected. 7/6/2018 Site Visit DEC staff stopped by site during a site visit to a neighboring site. Observations including photos indicated that site conditions around the fiber optic corridor were stable. Twenty four soil borings were advanced on October 9-10, 2018. Field screening and analytical samples indicated that the distribution of contamination had been determined.
