Problems/Comments

On February 13, 2018, the US Coast Guard (USCG) reported an heating oil tank spill that was affecting the Tongass Narrows. It was determined that prior to the report and discovery of the spill, the aboveground heating oil tank was filled twice in 2 days with 200 gallons each time. A total of 400 gallons were released. The Last Frontier LLC property where the heating oil tank is located is adjacent to the North Tongass Highway, and is one of three properties between the release point and the waterfront that form rough terraces from the highway down to the beach. The fuel surfaced at the toe of the terrace that forms the property where the spill occurred and also at the toe of the next terrace downslope. The fuel appears to have migrated under the two properties and been collected by a perforated pipe that runs parallel to the highway and beach; this perforated pipe discharges into a small pond and shallow trench that discharges on the beach. After the spill was discovered, efforts were made to contain the release, stop offsite migration, and prevent the fuel from reaching the beach and Tongass Narrows. These efforts included an interception trench and the creation of underflow dams with absorbent pads in the drainage ditch. Site characterization activities in 2019 confirmed diesel range organics (DRO) exceeding migration to groundwater cleanup levels in the source area and at the southwestern boundary of the Last Frontier LLC property. Additional site characterization to delineate the vertical and horizontal extent of this contamination is needed.

6/14/2019 Site Characterization Report Approved ADEC Contaminated Sites Program has reviewed and approved the “Site Characterization Report” (Report) for the Last Frontier LLC site in Ketchikan, AK dated May 2019. The report was submitted to ADEC via email on May 28, 2019 by R&M Ketchikan, Inc. (R&M). Field activities were conducted on April 4, 2019 and generally consisted of a visual observation of the site and two downgradient properties for signs of petroleum contamination, advancing nine test pits, field-screening soil and sampling for laboratory analysis.
