Problems/Comments

BP acquired the Milne Point Field from Conoco in January 1, 1994. A pre purchase review identified several environmental concerns in the field. BP entered into a Compliance Order with ADEC to address these concerns. The unlined relief pit at the Central Facilities Pad (CFP) has had 9 documented releases of crude oil/produced water totaling 45,000 gallons, and 3 releases of triethylene glycol totaling 1700 gallons since 1985. Obvious petroleum hydrocarbon contamination was found along the inner perimeter of the relief pit during a site inspection on August 31, 1994.

6/22/2006 Update or Other Action Unlined relief pit is currently inactive. Excavation of visible crude oil contamination conducted in 1996, resulting in 825 CY of material removed, however confirmation sampling indicated areas of contamination remained. In 2005, 3 off pad surface water samples, 2 surface water samples from he relief pit, and 3 sediment samples from the pit floor were collected. No sheen or odor was noted at the off pad sampling locations. DRO, GRO, BTEX, and glycols were not detected in off pad surface water samples. Sheen was observed at the waters surface when sediment was disturbed for sampling at 9 of 11 sampling locations. Black stained material was present on the top 2-3 inches of pit floor sediments. Sediment samples contained DRO up to 56.4 mg/kg, GRO up to 2.42 mg/kg, and benzene up to 0.03 mg/kg. Suspicious of low petroleum concentrations, OASIS requested return of sample containers and verified that the results were correct. DRO was detected in pit surface water up to 0.404 mg/l, BTEX was not detected. Report concludes that sediment samples submitted to the lab were likely from below the stained, odorous layer in the top 2-3 inches of the pit floor and recommended additional sampling to verify this hypothesis. 8/17/2007 Site Characterization Workplan Approved Recieved work plan for MPU CFP Unlined relief pit for 2007. Three locations along the centerline of the pit will be sampled, with two samples collected from each location, one from the top 3-4 inches of impacted sediment and one from below this interval. 4/29/2008 Conditional Closure Approved The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) reviewed the environmental records associated with BPX Milne Point Unit (MPU) Central Facilities Pad (CFP) Unlined Relief Pit. This site had been contaminated by the release of a hazardous substance; however, based on the information provided to date, ADEC has determined that no further remedial action is required, and that the MPU CFP Unlined Relief Pit can be closed subject to the conditions outlined in the record of decision. The hazardous substance contamination has been adequately addressed and does not pose an unacceptable risk to human health or the environment. This site is included on the Existing (Contaminated) Sites Charter for the Development of the Alaska North Slope (Paragraph II.A.3; Exhibit D.2). Bill O'Connell
4/29/2008 Institutional Control Record Established There is contamination remaining above established cleanup levels at BPX MPU CFP Unlined Relief Pit, but ADEC has determined there is no unacceptable risk to human health or the environment, and this site will be conditionally closed. This decision is subject to the following conditions: 1. A Notice of Environmental Contamination will be recorded on the ADEC database to document that there is residual contamination remaining on site above the most stringent ADEC cleanup levels; 2. When the relief pit is decommissioned, contaminated material must be removed and disposed of in accordance with ADEC guidance. 3. Any proposal to transport soil off site requires ADEC approval in accordance with 18 AAC 75.370 (b) This determination is in accordance with 18 AAC 75.380 (d) and does not preclude ADEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment. Site closure (without conditions) can be achieved when soil sampling confirms that all soil meets the most stringent ADEC cleanup levels. Bill O'Connell

6/17/2008 Site Characterization Report Approved Received 2007 monitoring report for MPU CFP Unlined Relief Pit. Three sediment samples were collected at the same locations sampled in 2005. 12/12/2013 Institutional Control Update Received a letter from the responsible party in response to ADEC's issued IC reminder letter. Site conditions and current land use remain the same since conditional closure approval in 2008. The relief pit has not been decommissioned and therefore no contaminated material has been removed from the site. Currently, there are no plans to decommission the relief pit. The pit is periodically dewatered and the water that is removed gets disposed of by down-hole injection. Reminder system set up to follow-up again in five years time. Kristin Thompson
