Problems/Comments
In June 2016, during assessment of cabins at the Cape Pole abandoned logging camp, stained soil was discovered inside a former generator shed. Sample analysis confirmed diesel range organics were present in soil above DEC cleanup levels. The extent of contamination is unknown. Other contaminants of concern include lead, naphthalene, and benzo(a)anthracene.
Action Information
| Action Date | Action | Description | DEC Staff |
|---|---|---|---|
| 4/6/2018 | Spill Transferred from Prevention Preparedness and Response Program | Spill transferred by PPRP staff Kelley Tu. Spill no. 16119916002; spill date = 6/8/16; substance = engine oil; quantity = unknown; description: suspected historical releases from generators. | Mitzi Read |
| 4/10/2018 | Site Added to Database | A new site has been added to the database | Mitzi Read |
| 5/8/2018 | Update or Other Action | The BLM has collected a volatile organic compounds (VOC) sample. | Danielle Duncan |
| 5/22/2018 | Update or Other Action | The soil in the shed had lead up to 7,800 mg/kg and is potentially RCRA hazardous waste. | Danielle Duncan |
| 6/29/2018 | Update or Other Action | The BLM is moving forward with a scope of work and a work plan to follow. I let the BLM know that the known COCs above cleanup levels are DRO, lead, benzo(a)anthracene, and naphthalene. The VOC results met cleanup levels. They may want to do TCLP-lead to see if the soil is characteristically hazardous waste. | Danielle Duncan |
| 4/15/2019 | Site Characterization Workplan Approved | Approved the Draft Work Plan Cape Pole Cleanup this date. The objective of the current work is to remove and dispose of contaminated soil and liquid waste in support of conveyance into private ownership. The work plan calls for excavation of up to 60 cubic yards of contaminated soil from below the generator shed. | Danielle Duncan |
| 6/13/2019 | Update or Other Action | Approved a modification to the work plan - TOC samples will be collected for Method 3. | Danielle Duncan |
| 7/11/2019 | Update or Other Action | Had no objection to backfilling the excavation as field screening and laboratory results indicate that the remaining contamination is nearly below migration to groundwater and is de minimis. | Danielle Duncan |
| 11/21/2019 | Site Characterization Report Approved | On this date, ADEC received the Summary Report Cleanup of BLM Lots 2, 12, and 14 Cape Pole Kosciusko Island submitted by Bethel Environmental Solutions and dated November 2019. At Lot 2, a total of 63 cubic yards of contaminated soil was removed beneath the former generator shed from the historically contaminated surface stained area to a depth of 3 feet below ground surface (bgs) where it was limited by bedrock. Three of eleven confirmation soil samples collected from the excavation 0.5 to 3.0 feet bgs contained DRO above MTG method two cleanup levels up to 620 mg/kg. It was suspected during soil sampling that the DRO sample results might be biased high due to the presence of naturally occurring organic material within the forested floor. Therefore a silca gel cleanup was conducted on all eleven soil samples to determine the impact of biogenic interference. Only one of these silica gel soil samples collected contained contaminant concentration above method two cleanup levels at 290 mg/kg. The 63 cubic yards of contaminated soil was transported off site to Columbia Ridge landfill in Oregon and the excavation was capped with clean fill and brought to grade. To determine the influence of site specific total organic carbon content of the soil affecting the DRO MTG pathway, six test pits were excavated 1 to 2 feet bgs and 11 soil samples were collected adjacent, but away from the generator shed area The site specific carbon content was calculated to be 0.1040275 g/g. This value was then applied to the method three petroleum cleanup level calculator, which resulted in the site specific method three migration to groundwater DRO cleanup level of 12,500 mg/kg. | Grant Lidren |
| 11/26/2019 | Cleanup Complete Determination Issued | The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the Bureau of Land Management (BLM) Cape Pole Logging Camp located on Kosciusko Island, adjacent to Fishermans Harbor, five miles west of Edna Bay. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required unless new information becomes available that indicates residual contamination poses an unacceptable risk. | Grant Lidren |
Contaminant Information
| Name | Level Description | Media | Comments |
|---|---|---|---|
| DRO | Other | Soil | Method 3 cleanup level for residential use based on the migration to groundwater pathway. The initial number calculated was 22,800 mg/kg, therefore the maximum allowable number of 12,500 mg/kg is applicable. |
