Problems/Comments

Exploration Drilling pad in the Sagavanirktok River Delta 20 miles east of Prudhoe Bay. High BTEX and benzene detected north of the well head at base of gravel pad. Benzene/BTEX = .287/80.8 mg/kg 30' northeast of well head, Benzene/BTEX = .280/43.5 mg/kg 120' north of well head. Site drilled from 2/3/75 - 4/26/75. Reserve pit dike failed resulting in offsite contamination near a burn pit. Pad abandoned in 1983, and reserve pit filled with gravel. AMOCO drilled 19 test holes on 7/8/89 as part of a Reserve Pit Closure Program. Site information was transferred to the CSRP from Solid Waste program in 1996.

10/16/2006 Update or Other Action Contacted Jim Chatham with BPX Alaska, who is the RP for this site now. He said he had visited the site with Judd Peterson from the ADEC solid waste-reserve pit program in 2004 who did not request any additional work regarding the reserve pit. Mr. Chatham reports the pad is thin, 2-3 feet thick, and is stable, but acknowledges there is TPH contamination around the well head. Site remains low priority and I anticipate no additional action any time in the near future. Bill O'Connell

4/11/2013 Document, Report, or Work plan Review - other Reviewed Phase II work plan for Foggy Island Bay State No. 1. Phase II activities in Spring 2013 will include a geophysical survey, advancing boreholes into the gravel pad, capped reserve pit, sewer pit, fuel impoundment pits, cellar drain pit and burn pit. One or more samples will be collected from each borehole based on field observations. In Summer 2013, sheen testing will be conducted along the edge of the pad, a debris inventory will be completed, and additional samples may be collected if warranted. ADEC requested that samples from the burn pit be analyzed for dioxins and PCBs. Bill O'Connell

6/6/2019 Document, Report, or Work plan Review - other Reviewed the Site Assessment Report, dated January 3, 2014 for the BPX/AMOCO Foggy Island Bay State #1 site. Although the report is dated January 2014, it was not submitted to the department until May of 2019. The report describes the April 2013 site characterization effort, and the follow-on inspection completed on September 6, 2013. The April 2013 effort consisted of advancing 53 soil borings in grid fashion across the gravel pad, including the inactive reserve pit, burn pit, sewer pit, lined fuel storage area, and cellar drain pit. At least one analytical sample was collected from each borehole. In all, and not including duplicates, 102 samples were submitted for analysis of diesel range organics (DRO) and residual range organics (RRO), 44 were submitted for gasoline range organics (GRO) and benzene, toluene, ethylbenzene, and xylenes (BTEX), 9 were submitted for polycyclic aromatic hydrocarbons (PAHs), and 67 were submitted for laboratory analysis of barium. In summary, DRO concentrations ranged from ND to 169,000 mg/kg, GRO concentrations ranged from ND to 2,140 mg/kg, RRO concentrations ranged from ND to 144,000 mg/kg, total BTEX ranged from 0.069 to 519.1 mg/kg (benzene levels ranged from 0.0081 to 83.7 mg/kg), and total barium concentrations ranged from ND to 6,640 mg/kg. Contamination varied across the pad, however only sample results from the burn pit exceeded risk based cleanup levels (ingestion and human health). The follow-on investigation completed in September consisted of visual observations from eight hand-augured borings and additional soil sampling at the burn pit area. Eight samples were collected from outside the burn pit and analyzed for DRO. Two additional samples were collected for dioxins from inside the burn pit. DRO was present up to 2,990; dioxins were not detected. In a letter dated March 13, 2019, BPXA requested an extension to adequately plan corrective actions at this site. 1/24/2023 Cleanup Plan Approved The final Corrective Action Plan, submitted 1-20-2023, was approved. The plan includes remediation of the reserve pit under 18 AAC 60 and the Solid Waste Program. The fuel impoundment pits, burn pit and burn pit overflow, source areas identified in 2013 and any newly discovered source areas will be cleaned up under 18 AAC 75. Work includes removal of foam board, excavation and segregation of gravel for disposal or reuse after sampling, confirmation sampling in the source areas followed by surface water sampling and shovel sheen tests in the summer.
