Problems/Comments

In July 2017, the EPA conducted a Targeted Brownfields Assessment in Golovin, Alaska on the former fish processing plant. Results indicated that three discrete areas contain soil contamination: two on USS 5038 Tract C Lot 2 (Hazard ID 26861); one on USS 5038 Tact B (Hazard ID 26866). The area around the above ground storage tanks on Tract C Lot 2 contained lead up to 2,700 mg/kg, antimony at 4.8 mg/kg; diesel range organics (DRO) up to 2,800 J mg/kg; and Benzo[a]anthracene at 2.2 mg/kg; Benzo[a]pyrene at 1.1 mg/kg; Benzo[b]fluoranthene at 2.3 mg/kg; Dibenz(a,h)anthracene at 0.25 mg/kg; N-Nitrosoid-n-propylamine at 0.081 mg/kg all in surface soil; while the second location between the lagoon and the processing plant on Tract C Lot 2 had up to 2,700 J mg/kg DRO in surface soil. The buildings contain asbestos; fluorescent light fixtures are assumed to contain PCBs and mercury in the fish processing building and the outboard motor repair shop. Construction materials contained detectable amounts of lead in most areas and were not above what is considered to be "lead based paint", however, three areas were determined to contain lead based paint (lead concentrations above 1mg Pb/cm2) in and around the fish processing building. In 2018, the City of Golovin received an ADEC Brownfield Assessment and Cleanup service for a Phase I Environmental Site Assessment on this property. Following property transfer, the City of Golovin had an Analysis of Brownfield Cleanup Alternatives completed to determine the best route forward to abate the buildings and remediate the contaminated soil. In 2019, the City of Golovin received an ADEC Brownfield Assessment and Cleanup service that abated the hazardous building materials in all three buildings on Tract C Lot 2 and Tract B.
