Problems/Comments

The property was previously used as the community’s clinic and has been owned by the City of Klawock since approximately 1930. In January 2018, the Klawock Cooperative Association applied for a DEC Brownfields Assessment and Cleanup. The Cooperative wanted to have a hazardous building materials survey completed on the former clinic to evaluate how/if the building can be renovated for community housing. According to the 2019 Property Assessment and Cleanup Report (PACP), the building foundation and framework are reportedly sound, however portions of the building and some of the Asbestos Containing Material (ACM) and Lead Base Paint (LBP) items were in poor shape. 24 samples were taken within the building to test for asbestos. After further testing, it was determined 3 areas contained asbestos at concentrations considered to be ACM (two from bathroom flooring tiles, and one from boiler pipe insulation). 237 X-ray Fluorescence readings were taken to determine possible lead content within and outside the building. Readings from the entry window; entry door; living room window; bedroom window, boiler room door; painted ceilings and walls within the upstairs and downstairs portions of the stairwells; the majority of painted surfaces in the kitchen and laundry room (walls, ceilings, closets and doors) in the eastern upper level unit; the majority of painted surfaces (walls, ceilings, closets, windows and doors) in the western upper level unit; the building’s exterior walls on the north and east sides; an exterior door on the east side of the building; and exterior windows on north, east, and west sides of the building all had concentrations above the EPA regulatory limit for what is considered to be LBP. As the exterior paint contained lead, and paint chips were observed in the soil around the building, four composite soil samples from around the building were tested for lead and PCBs. One sample area, located on the west side of the building contained lead above the ADEC human health cleanup level of 400mg/kg at 1,000 mg/kg. Samples from the north, east and south sides of the building had lead concentrations less than ADEC cleanup levels, and all four samples had PCB concentrations below ADEC cleanup levels. Additionally, three Aboveground Storage Tanks were on site at the time of this report, and all petroleum screening, and lab samples collected around the tanks indicate that there is no petroleum contamination above ADEC Method 2 Over 40 inch cleanup levels in the vicinity of the tanks.
