Problems/Comments

The extent and boundaries of the scope of work for this site are limited to areas of environmental concern discussed in the 2001 Phase I Environmental Site Assessment (ESA) by URS Corporation (URS). The areas of environmental concern include the Port William facility tank farm including the natural drainage west of the tank farm, areas surrounding where 55-gallon drums were utilized as aboveground storage tanks to store heating fuel for buildings, intertidal zones, and areas where surface soil staining was observed. +++++++++++++++++++++++++++++++++++++++++++++++++ The site is former fish cannery that operated from 1930-1976 and was subsequently used as a hunting and fishing lodge. The property is approximately 20 acres and contains numerous buildings and a former bulk fuel tank farm located less than 100 feet from the shoreline of Shuyak Strait. A Phase I Environmental Site Assessment (ESA) was performed in 2001. At the time of the assessment, the bulk fuel tank farm, east of the mess hall and Main House, consisted of 13 aboveground storage tanks (ASTs), all of which were heavily rusted and in poor condition. Free product and petroleum sheen were observed in drainage areas South of the tank farm. Sections of four former pipelines were also present on the eastern side of the tank farm. Reportedly these pipelines extended from the tank farm to the dock facility and were used to transport petroleum products. In addition to the poor condition of the ASTs, numerous other environmental concerns were observed including leaking chemical containers and small petroleum spills throughout the dock facility; leaking 55-gallon drums on elevated wooden racks that supplied heating oil for the Main House, Mess Hall, two employee residences, and the bunkhouse; an external fuel filter on a 55-gallon drum with unleaded gasoline, located on the eastern portion of the dock, leaking into the waters of Shuyak Straight below the dock facility; and suspected sources of asbestos-containing material and lead paint win poor condition. Analytical soil samples were collected in the vicinity of the bulk fuel tank farm. Results confirmed diesel range organics, benzene, and ethylbenzene were present above DEC Method Two cleanup levels. Reportedly, during the operation of the fish cannery, fuel and used oil may have been dumped along the walkway to the lake which has a dam that provides hydrogeological power to the facility, although this has not been confirmed. In June 2021, additional soil samples were collected in several of the areas identified in the 2001 ESA. Soil samples were collected and analyzed for DRO, RRO, GRO, VOCs, and polynuclear aromatic hydrocarbons (PAH). Any area where the COPC was unknown, Recovery Act (RCRA) metals were also analyzed. The intertidal zone was also inspected, specifically underneath the dock, and a soil sample was collected and analyzed for lead if paint chips were present. In addition to soils, water samples were collected and analyzed for: total aromatic hydrocarbons (TAH), total aqueous hydrocarbons (TAqH), DRO, RRO, GRO, VOC, and PAH. Hydrocarbon contaminated soils, primarily DRO and RRO, above DEC Method Two cleanup levels were present throughout the site. Areas of contamination outside the tank farm were attributed to leaks from fuel tanks storing heating oil. Contamination within the tank farm was attributed to leaking ASTs storing diesel and bunker C fuel. Mercury was detected in sludge within the tank farm secondary containment area. Hydrocarbon-contaminated water with concentrations exceeding the applicable groundwater cleanup levels was present in the pooled water within the secondary containment area.

An untreated water sample and duplicate were collected along with a sample treated through granular activated carbon (GAC). Samples were analyzed for diesel range organics (DRO), residual range organics (RRO), volatile organic compounds (VOC), polycyclic aromatic hydrocarbons (PAH), and lead. All sample results were below the DEC Table C cleanup levels for lead. DRO was detected in both baseline samples and non-detect in the treated sample.
