Problems/Comments
Diesel fuel spill contaminating area along west portion of reserve pit. Site initially referred to CS program by Jim Chatham, Reserve Pit Closure Program (RCPC) then referred to VCP. Conditional pit closure granted by the RPCP, 7/1/96. Final closure pending diesel fuel spill investigation and associated problems addressed.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
11/15/1995 | Update or Other Action | Phillips Petroleum Company North Staines River No.1 Pad Site Investigation summary report submitted by Rare Earth Science. 10 soil samples from gravel pad and tundra taken, and 4 surface water puddle samples from gravel pad were taken. A soil sample from the gravel pad indicates DRO up to 1900 mg/Kg. A surface water sample from the gravel pad indicates DRO up to 320 mg/L. BTEX not analyzed. One thousand yards of gravel may be impacted with contamination. | Grant Lidren |
7/22/1996 | Notice of Violation | NOV letter sent. | Rich Sundet |
7/22/1996 | Update or Other Action | (Old R:Base Action Code = RPL2 - Site Information Request Letter). Letter sent requesting RP's plans to characterize the subject pad to verify possible contamination outside of the reserve pit. | Rich Sundet |
8/6/1996 | Site Added to Database | Site with diesel fuel contamination forwarded from Reserve Pit Closure Program. | Rich Sundet |
8/13/1996 | Voluntary Cleanup Program | VCP application submitted and accepted. | Rich Sundet |
12/19/1996 | Update or Other Action | Approval for Final Closure of Inactive Reserve Pit Phillips North Staines River #1 Drill Site form DEC on this date. This applies only to the inactive drilling waste reserve pit, as required under 18 AAC 60.440. Diesel contamination remains on gravel pad. | Grant Lidren |
1/10/2008 | Exposure Tracking Model Ranking | Initial ranking with ETM completed. | Grant Lidren |
3/4/2008 | Update or Other Action | After DEC & DNR file review, it was decided the site needs to be restored. However, restoration (and even treatment of contaminated gravel) is complicated by the presence of sheets of styrofam under the top layer of gravel. As future manager of these lands, the Division of Mining, Land and Water would like to review current information on this site before DEC proceeds with any further action. See correspondence in file for comments. | Grant Lidren |
9/10/2013 | Document, Report, or Work plan Review - other | Reviewed Phase II work plan for North Staines River #1. The objective of the Phase II investigation is to evaluate the extent of petroleum contaminated soil to aid in the development of a corrective action plan. A geofoam layer is present in the subsurface that was intended to increase the thermal stability of the pad. Approximately 56 boreholes will be advanced at the gravel pad and 7 at the flare pit. Soil cores will be kept frozen then transported to Kuparuk for field screening and sample processing. Soil will be screened using a PID and the sample with the highest PID reading from above the geofoam layer and a sample from below the geofoam layer will be submitted for laboratory analysis for DRO, GRO and BTEX, with 10% of the samples also analyzed for PAHs. A shovel sheen test will also be conducted in surface water bodies around the pad and in thermokarst troughs, where present. | Bill O'Connell |
10/8/2013 | Update or Other Action | Notification on this date via email that work planned for this year was not accomplished due to weather and sea conditions. | Keather McLoone |
2/4/2014 | Document, Report, or Work plan Review - other | Date of receipt of February 2014 version of work plan for review submitted originally in September 2013 which had been conditionally approved with the comment regarding the limited soil volume/mass available due to the direct push drilling method and that analytical sample containers should not be filled from the bag used for heated headspace screening. Comments emailed next day regarding field screening and requesting justification for only 25 percent GRO/BTEX proposed. Some changes to the work plan include deletion of the shovel sheen testing/site inspection that had previously been proposed due to different season for the work. This type of investigation may need to occur at a later date. | Keather McLoone |
11/7/2014 | Document, Report, or Work plan Review - other | Date of cover letter accompanying document dated November 2014 entitled North Staines River No. 1, Former Exploratory Drill Pad, 2014 Phase II Site Assessment. Results confirmed past contamination identified as well as determining contamination associated with a flare pit. Gravel pad contamination with GRO/DRO/RRO above applicable cleanup levels. GRO up to 689 mg/kg, DRO up to 8,350 mg/kg, RRO up to 6/720 mg/kg. BTEX and PAH concentrations below Method Two cleanup levels. | Keather McLoone |
3/20/2015 | Exposure Tracking Model Ranking | A new updated ranking with ETM has been completed for source area 73664 gravel pad. | Keather McLoone |
