Problems/Comments
On a cold night in January, children out playing accidentally bumped into the line leading from the tank to the generator in well house #2 and caused the line, brittle in the near zero temperatures, to break. The release was estimated at 300 gallons of diesel fuel. Spill posed potential risk to the municipal water supply. Last staff assigned were Schlichting and Palmieri.

5/24/2010 | Update or Other Action | DEC staff issued a letter to Bob Ward requesting an update on the treatment or disposal of contaminated soil placed in a biocell. The biocell was constructed in 1997 and since that time, two soil sampling events were conducted to evaluate the levels of diesel range organics (DRO) in the biocell. In DEC's January 2, 2003 letter we discussed the 2002 biocell sampling results. At that time, DRO was detected in multiple soil samples above regulatory criteria (i.e. 250 mg/kg). This soil was slated to be disposed of at the Skagway Municipal Landfill. To date, we have not been informed that this has occurred. | Todd Blessing |

10/14/2010 | Cleanup Complete Determination Issued | Based on a review of the administrative file for Skagway Diesel Spill Well #2, only one soil sample collected following the excavation of contaminated soils from the spill site exceeded the most stringent 18 AAC 75.341 migration to groundwater cleanup levels, (i.e., for DRO). This result does not reflect the current migration to groundwater risk since three separate groundwater monitoring events have documented that groundwater has not been impacted from the diesel spill. The testing of soil left in place in and around the spill site has not documented the presence of DRO above direct contact or outdoor inhalation levels suggesting these pathways pose a De-minimis exposure. Other exposure pathways are also either De-minimus or incomplete. Contaminated soil that was removed from the spill site was disposed at Skagway’s new lined landfill during the summer of 1997 and will be utilized as cover in the landfill area (per communication with Skagway’s Public Works Director). Consequently, the cleanup actions to date have served to excavate and adequately remove contaminated soil from the site.
