Problems/Comments
Between July 12-30, 2018, as part of construction activities for the Eielson Air Force Base F35A Utiliduct South Loop Extension (EIE405), 4.6 million gallons of ground water were collected from a dewatering seep pit and then discharged to the ground surface. The seep pit is approximately 0.25 mile in length and is located south of Quarry Road, west of Cargain Road, and east of Thunderbolt Road. The surface discharge point was near the western end of the seepage pit, between man holes 54 and 55. Analysis of the water discharged confirmed the presence of perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS) above DEC cleanup levels. The source of the contaminated groundwater has not been determined.

8/10/2018 | Spill Transferred from Prevention Preparedness and Response Program | Spill transferred by PPRP staff Jill Stockbridge. Spill no. 18309921202; spill date = 7/31/18; substance = water containing perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS); quantity = 4.6 million gallons; PPRP file no. 107.02.004; description: as part of dewatering activities during construction of a utiliduct extension (EIE405), contaminated water was discharged to the ground surface across an approximately 0.25 mile-long dewatering seep pit | Mitzi Read |

6/11/2021 | CERCLA RI Plan Approved | The Alaska Department of Environmental Conservation (DEC) approved the Final Quality Assurance Project Plan, Remedial Investigation for PFAS at Various Sites, Eielson Air Force Base, Fairbanks North Star Borough, Alaska, June 2021. The purpose of the Remedial Investigation (RI) is to characterize the nature and extent of 24 PFAS compounds, specifically perfluorooctane sulfonate (PFOS), perfluorooctanoic acid (PFOA), and perfluorobutanesulfonic acid (PFBS) through the application of adaptive high-resolution site characterization and the development of a flux-based conceptual site model (CSM). Although DoD and DEC are not in agreement on the screening level to utilize for completing the RI soil characterization, both parties are making progress to come up with a consensus for moving forward on this issue, and considering that this RI will be re-evaluated to determine a path forward for completing the soil delineation in areas that may require further investigation, with exception of the QAPP Worksheet #11 and QAPP Worksheet #15, the Final Quality Assurance Project Plan, Remedial Investigation for PFAS at Various Sites, Eielson Air Force Base, Fairbanks North Star Borough, Alaska, June 2021 was approved. | Dennis Shepard |
4/29/2022 | Document, Report, or Work plan Review - other | EPA and DEC approved the field change form (FCF-RI-9) for the PFAS Remedial Investigation. The FCF-RI-9 proposed additional delineation of sediment and/or surface water in areas of the south loop extension. Specific areas of added investigation: SS305P, (2) 8-bay hangar, (3) SS310P, and (4) Garrison Slough outfall. | Dennis Shepard |
9/6/2022 | Meeting or Teleconference Held | A Triad/adaptive meeting was held for the PFAS Remedial Investigation. A new transect 8 is proposed at the east side of the south loop to evaluate groundwater contamination and any potentially unknown source area near the location of the 2018 release during dewatering of EIE 405. | Dennis Shepard |
