Work plan requested to submit a site characterization work plan for ADEC review pursuant to 18 AAC 75.335 and 75.355 developed by a qualified environmental consultant to delineate the extent of soil and groundwater contamination within 60 days of receipt of this letter. In addition, because the groundwater PFOS concentration of 47,000 parts-per-trillion exceeds the action level, as the responsible party, the City is required to provide an alternative drinking water source. It is the ADEC’s understanding that ADOT is currently providing bottled water to the residence and the City is working with the homeowners on an interim solution involving their current cistern. Additional action will be needed to ensure an adequate long-term alternative water source is provided to the property. A plan for providing a long-term water source will need to be developed in consultation with the homeowners and ADEC. |

Second sampling results for the groundwater well (320 parts-per-trillion (ppt)) and cistern (4,700 ppt) were significantly lower than initial results and the investigation is on-going. The results for the kitchen faucet post carbon filtered cistern water for PFAS (sum of six compounds per ADEC memo) are 2 parts-per-trillion (ppt) and with the additional filtration added to the faucet taps, the PFAS should be non-detect. Additional rain catchment is likely to be added. The well had a PFAS (sum of six compounds) concentration of 13,000 ppt. |

ADEC received the draft Site Characterization Report from Weston Solutions as part of the State lead investigation on 2/5/2020. During the site investigation 18 groundwater wells were sampled, 30 surface soil samples were collected, and 8 residential drinking water wells were sampled. PFAS compounds were detected in 12 of the groundwater wells and exceeded ADEC cleanup in 4 of the wells. PFAS was found in 4 of the drinking water wells and exceed EPA lifetime health advisory action level of 0.070 micrograms per liter in one well with a concentration of 2.83 ug/L. Soil samples in the AFFF area and garden area were above ADEC table B1 migration to groundwater cleanup levels. Soil in the berry picking area did not exceed cleanup levels. Soil in the AFFF application area had PFOS between 0.888 mg/kg and 0.00323 g/kg, which is above the migration to groundwater cleanup level but below the human health cleanup level. One soil sample in the AFFF application area had PFOA at 0.00206 mg/kg, which above migration to groundwater cleanup levels and below human health cleanup levels. |

ADEC put out a request for proposals in fall 2020 to term contractors. Five proposals were received and evaluated by a committee of ADEC staff. Shannon and Wilson Inc. was selected to conduct work at the site. The work includes sampling groundwater and sampling drinking water at least once a year for 2020, 2021, and 2022. The results from the previous year will dictate what is sampled the following year. As part of this work, there is also an optional task for the installation of an alternate drinking water well upgradient of the PFAS plume on 77 Same Old Road for residential use and optional task for groundwater remediation. Results from 2020 will help determine if groundwater remediation is needed in 2021. |

DEC has received and reviewed the Final Summary Report for per- and polyfluoroalkyl substances (PFAS) monitoring at 77 Same Old Road in Gustavus, Alaska. This report documents the results of sampling conducted in 2020-2022. DEC provided comments on a draft report on January 27, 2023. A final report addressing DEC’s comments was submitted on February 9, 2023, and it is approved.
The report includes a recommendation to decommission MW-1 and MW-6. However, it is DEC’s position is that MW-1 and MW-6 should not be decommissioned at this time for the following reasons: MW-1 was installed in 2019 and has been sampled twice. During the 2019 sampling event, MW-1 was only analyzed for perfluorooctanesulfonic acid (PFOS) and perfluorooctanoic acid (PFOA). In 2019, there were no detections. MW-1 was sampled again in January 2021 and had detections of perfluorohexanesulfonic acid (PFHxS), perfluoroheptanoic acid (PFHpA), perfluorobutanesulfonic acid (PFBS), and PFOS.
Lastly, MW-6 was also installed in 2019 and has been sampled once. In 2019, only PFOS and PFOA were analyzed for and there were no detections. It is unknown whether other PFAS are present in this location, but DEC notes that several of the wells that had no detections for PFOS and PFOA in 2019 had detections of other PFAS during subsequent sampling events.

DEC has reviewed and approved the "Work Plan, 77 Same Old Road PFAS" for the 77 Same Old Road site. This work plan details the sampling of drinking water wells and groundwater monitoring wells associated with the 77 Same Old Road PFAS groundwater plume. Wells will be sampling from 2025 to 2027, with a different selection of wells being sampled each year. Up to eight groundwater monitoring wells will be chosen for decommissioning in 2025 or 2026, depending on analytical results from the 2025 sampling events. |
