Problems/Comments

In 2016, five aboveground fuel storage tanks were removed from the Crowley Nome South Tank Farm. Stained soil and petroleum odor was detected beneath some of the tanks, particularly Tank #1 (40,000-gallon capacity). It was also determined that the tanks had been painted with lead-based paint. An interim soil removal took place in August 2017. It was determined that the tank farm was unlined. Sample analysis has confirmed diesel range organics (DRO), gasoline range organics (GRO); benzene, ethylbenzene, and xylenes, lead, and several volatile organic compounds (VOCs) remain in soil above DEC cleanup levels; and DRO, GRO, residual range organics (RRO), benzene, ethylbenzene, lead, and other metals remain in groundwater above DEC cleanup levels.

8/27/2019 Meeting or Teleconference Held ADEC staff met with the Responsible Party and their contractor to discuss past work and the approach for understanding influence of tidal fluctuation on suprapermafrost groundwater in the area in addition to sampling groundwater for contaminants of concern. 10/30/2019 Document, Report, or Work plan Review - other ADEC staff reviewed the 2019 Groundwater Monitoring Work Plan; Nome South Tank Farm, Nome Alaska for groundwater sampling from the six monitoring wells. The QEP will collect groundwater samples during seasonal groundwater fluctuations. Contaminant concentrations will be checked relative tidal fluctuations in late fall 2019. Evaluation of tide-influenced groundwater to surface water connectivity will be conducted. Specific conductivity will be used as a surrogate for determination of tidal influence on groundwater. 11/6/2020 Meeting or Teleconference Held ADEC staff met with staff from Crowley Fuels, LLC who are concerned with the Nome South Tank Farm site characterization efforts. Matters discussed included necessary efforts at the site to be included in the next work plan effort, specifically characterizing the petroleum plume extents horizontally as well as vertically, and determining the extent of lead contamination in the soils remaining at the site. 9/10/2021 Meeting or Teleconference Held ADEC staff met with the RP and their consultant to review findings from fieldwork being conducted presently. Two figures were presented with results from the OIP survey (Optical Image Profiler) which revealed a source area off western property boundary in the roadway. 8/5/2022 Document, Report, or Work plan Review - other Approval by email was granted to amend the 2019 monitoring work plan to include groundwater sampling this year at all seven monitoring wells to collect groundwater samples for gasoline range organics (GRO), diesel range organics (DRO), residual range organics (RRO), volatile organic carbon (VOCs), and total lead. Approval on this date was also given for a lead removal work plan to conduct ISM sampling after excavation of previously sampled decision units across the site from 0-1 ft below ground surface. Samples will then be taken across the site to characterize the remaining soils under the excavated areas, as well as across the site for total lead. Wastes will be characterized for petroleum as well before being shipped out of state to a landfill in Washington as long as samples prove lead levels are non-hazardous. Laura Jacobs
8/19/2022 Document, Report, or Work plan Review - other The Former Nome South Tank Farm Fall 2021 Site Characterization Report, Nome, Alaska was reviewed and comments were sent to the RP and their consultant. A recommendation was made to do additional soil removal in areas with remaining high levels of lead, and that work plan was approved a week ago. The report will be revised to reflect these comments. 1/20/2023 Document, Report, or Work plan Review - other DEC responded to the Response to Comments table sent by the RP January 9, 2023 in a dialog regarding the Former Nome South Tank Farm Fall 2021 Site Characterization Report, Nome, Alaska. DEC approved the report with the additional request to continue additional investigation and delineation to determine the extent of contamination from the Nome South Tank Farm. Including investigation of groundwater in the area of the former tanks and additional soil and groundwater investigations off-property to the north, west and southwest. Laura Jacobs
5/15/2023 Meeting or Teleconference Held A meeting was held over Teams that included staff with the RP, the RP's consultants and DEC Contaminated Sites staff. The RP's consultants presented justifications for conclusions in the Fall 2021 Site Characterization Report, received March 31, 2022. There have been several meetings and discussions regarding this same report and Response to Comments. Discussion points centered on the need for additional site characterization, use of <40-inch Migration to Groundwater cleanup levels, additional Potential Responsible Parties, and what can be done in the future to move the site towards closure. 8/3/2023 Document, Report, or Work plan Review - other DEC issued a review of two documents: the Former Nome South Tank Farm (NSTF) Fall 2022 Contaminated Soil Removal Report and the Former Nome South Tank Farm Fall 2021 Site Characterization Report received February 28, 2023 and March 31, 2023. This review letter documents our review of site status, approves the submitted reports, and discuss the path to closure. DEC does not approve the use of Arctic Zone Cleanup levels at this site, because recent investigations have not shown permafrost to be present. Because of this, DEC did not complete a review of the use of the Hydrocarbon Risk Calculator (HRC) included in the 2021 report. Soil contamination appears to be delineated on the site except for the northwest and southwest directions. DEC recommends investigating the piping leaving the southwest corner of the site for additional cleanup. Monitoring wells MW-2 and MW-3 contain high levels of diesel range organics (DRO) and appear to be associated with the NSTF. Also, soil gas data should be collected to evaluate vapor intrusion on the site instead of using soil data. Approval was given for the 2022 Contaminated Soil Removal Report for the excavation of remaining lead contaminated soils. Laura Jacobs

3/24/2025 Long Term Monitoring Workplan or Report Review The DEC reviewed quarterly groundwater samples provided in the 2024 Groundwater Monitoring Report. Concentrations of DRO found in monitoring wells MW-2 and MW-3 were above DEC clean up levels and reflect remaining contamination along the western edge of the site. Arsenic concentrations above DEC clean up levels were found at each well, including background well MW-7, and are assumed to be unrelated to activities at the site. Lead was detected slightly above clean up levels in well MW-6 in 2024. Lead concentrations in MW-6 in 2024 and MW-1 in 2023 are thought to be related to removal work conducted in 2022, despite removal work not having occurred in the area of MW-6. Additional groundwater sampling is to occur in April 2025 and June 2025, building a dataset to evaluate seasonal fluctuations. Pax Templeton
