Problems/Comments

In September, 2018 contaminated soil was encountered during installation of public water utility line. (The water line was being installed to provide an alternate water source due to prior detection of Perfluorooctanesulfonic Acid (PFOS) and Perfluorooctanoic Acid (PFOA) in the potable on-site well during an area-wide investigation and attributed to fire fighting foam used at the Fairbanks International Airport.) Soil from the initial excavation was stockpiled on site. Sample analyses confirmed diesel range organics (DRO); gasoline range organics (GRO); benzene, toluene, ethylbenzene, and xylenes (BTEX); and several other volatile organic compounds (VOCs)and polyaromatic hydrocarbon (PAHs) in soil and groundwater above DEC cleanup levels. Additional excavation of the top two feet of soil (~100 cubic yards) was conducted in October and the excavated soil was stockpiled off site at 3374 Van Horn Road. The source of the contamination is unknown. This site is on the same property as Hazard ID 24339, file no. 100.26.058, Crowley Mail Trail Facility.

A strategy is outlined in this work plan to collect soil samples and install and/or use existing monitoring wells to delineate the degree and extent of soil and groundwater contamination at the site. 8/25/2022 Document, Report, or Work plan Review - other Approved 8/11/2022 Work Plan for Stockpile Sampling. This plan provided a soil sampling strategy for two stockpiles to determine a treatment or disposal strategy. A 280 cubic yard (CY) stockpile was created following excavation of contaminated soil discovered during installation of a water line in 2019. A 50 CY stockpile was created following excavation of soil contaminated following the release of Jet A from an above ground tank discharge, PPR Spill#18309925502. Screening samples and analytical samples will be collected according to Table 2A of the ADEC 2022 Field Sampling Guidance. Shawn Tisdell
6/21/2023 Meeting or Teleconference Held DEC project manager met with Everts Air Ground Operations manager to discuss four active contaminated sites including this one, which Everts is the responsible party. The general site cleanup process and site closure decision milestones were discussed. Contaminated soil stockpile management was discussed. A request was made by the DEC to determine current conditions of monitoring wells at each site and to develop a work plan for each site that leads towards site closure milestones. Shawn Tisdell
