Problems/Comments

Building 1246 had an aqueous film forming foam (AFFF) system consisting of overhead sprinklers at pumps, a 550-gallon storage tank, and pipeline carrying AFFF to the JP-4 fuel storage tanks. The AFFF system at the fuel pump house was taken out of service at an unknown date after the system was inadvertently activated and AFFF was sent through the under-street piping into the tank farm, containing two JP-4 tanks, and ultimately mixed with the fuel. Protocols for draining the pipes consisted of connecting hoses to the pipeline and draining to dedicated 500-gallon totes, which are then sent to the hazardous materials storage and eventually off-site for disposal.

8/11/2020 Meeting or Teleconference Held DEC, EPA and Air Force remedial project managers met to scope a remedial investigation for the per and poly fluorinated alkyl substances (PFAS) contaminated source areas on Eielson Air Force Base. Sample collection of soil, groundwater, surface water, sediments and biota were discussed. The purpose of the RI is to characterize the nature and extent of 24 PFAS compounds, specifically perfluorooctane sulfonate (PFOS),perfluorooctanoic acid (PFOA), and Perfluorobutane sulfonic acid (PFBS) through the application of adaptive high-resolution site characterization and the development of a flux-based conceptual site model.The outcome of the RI will be (1) flux-based ranking of sources and mapping of migration pathway(s), and (2) delineation of soil, groundwater, sediment, and surface water impacts. 1/14/2022 Document, Report, or Work plan Review - other DEC provided review comments for the Draft Quality Assurance Project Plan, Soil Management for Construction Activities, Repair South Ramp Entrance Taxiway T39A, dated December 20, 2021. The project includes a mill-and-pave operation of the south ramp entrance, asphalt concrete surface and drainage improvements. Removal of both contaminated and non-contaminated soil may be required. Soil excavation will be limited to the extent required for construction. Sample collection will be performed by a DEC Qualified Environmental Sampler (QES) or Qualified Environmental Professional (QEP) as defined in 18 Alaska Administrative Code (AAC) 75, and Field Reports will be prepared by a DEC QEP.
