Problems/Comments
The commercial office building located at 1500 West Benson Blvd. in Anchorage, Alaska is owned by State of Alaska Legislative Council and managed by Coldwell Banker Commercial Advisors. Tenants in the building include Wells Fargo Home Mortgage, Wells Fargo Bank, and State of Alaska Legislative Information Offices. In 1995 a 1,000 gallon double-walled UST (ADEC Facility Identification No. 2351, Tank No. 2), was installed to replace the former UST No. 1. The UST was installed at the same location as the first tank, adjacent to the building and southwest of the Wells Fargo Bank drive-thru. In May 2018, the UST failed a tank tightness test during a routine UST Operations Inspection. The inspector identified approximately four inches of diesel fuel within the tank interstitial space, and indicated that only the tank’s inner wall appeared to be breached. On September 10, 2018, the UST was removed and a site assessment was conducted. Soils were characterized to the excavation limits and in the stockpile. A visual assessment of the interior fuel distribution piping located within the emergency generator room was performed. No petroleum staining or odors were observed on the floor of the generator room, the excavation, or stockpiled soil. Soils were collected from discrete locations within the excavation and soil stockpile for field screening. Additional samples were collected and further analyzed for: gasoline range organics (GRO); diesel range organics (DRO); benzene, toluene, ethylbenzene, xylenes (BTEX); volatile organic compounds (VOCs); and polynuclear aromatic hydrocarbons (PAHs).

Soils were collected for field screening from discrete locations within the excavation and soil stockpile. Samples locations were selected based on field screening results and required locations specified in the ADEC’s UST regulations. Sample S1, which was collected from the excavation base beneath the fill pipe end of the tank, contained estimated concentrations (J-flagged) of GRO, DRO, and naphthalene below the most stringent ADEC Method Two cleanup levels. Sample HSP3, collected from the potentially-impacted stockpile contained an estimated concentration (J-flagged) of naphthalene below ADEC cleanup levels. This site will receive a “Cleanup Complete” designation on the Contaminated Sites Database, subject to the standard conditions listed below. Standard Conditions: 1. Any proposal to transport soil or groundwater from a site that is subject to the site cleanup rules requires ADEC approval in accordance with 18 AAC 78.600(h). A “site,” as defined by 18 AAC 78.995(134), means an area that is contaminated, including areas contaminated by the migration of hazardous substances from a source area, regardless of property ownership. 2. Movement or use of contaminated material in a manner that results in a violation of 18 AAC 70 water quality standards is prohibited. 3. Groundwater throughout Alaska is protected for use as a water supply for drinking, culinary and food processing, agriculture including irrigation and stock watering, aquaculture, and industrial use. Contaminated site cleanup complete determinations are based on groundwater being considered a potential drinking water source. In the event that groundwater from this site is to be used for other purposes in the future, such as aquaculture, additional testing and treatment may be required to ensure the water is suitable for its intended use. This determination is in accordance with 18 AAC 78.276(f) and does not preclude ADEC from requiring additional assessment or cleanup action if future information indicates that contaminants at this site may pose an unacceptable risk to human health, safety, or welfare or to the environment. | Jamie Grant |
