On this date, City & Borough of Juneau investigated diesel odor by drilling three one-inch boreholes through the concrete slab to surface soil. All of the boreholes contained petroleum odor, with one containing free product. |

On this date, R&M Engineering advanced four boreholes through the concrete floor to investigate subsurface soil conditions. Two boreholes (BH-1 & BH-2) were advanced in the boiler room, one (BH-3) in the parking garage, and one (BH-4) in the storage room. Diesel odor was noted in all the boreholes, but was most prominent in near the boiler room fuel lines. A pressure test performed on the fuel line failed. The fuel lines were excavated and replaced. A pressure test performed on the new fuel lines met all ADEC pressure testing requirements. |

From April 8, 1997 to June 6, 1999, oil recovery activities occurred from the four boreholes (BH-1, BH-2, BH-3, & BH-4). Approximately 7 gallons of free product were recovered from BH-1, BH-2, & BH-3 from April 8, 1997 to June 2, 1997 recovery events. The last recovery event that contained trace free product occurred on the December 1, 1997. |

On this date, ADEC reviewed the revised Sampling and Analysis Plan Douglas Fire Hall HOT site submitted by Carson Dorn, dated June 2011. Two soil borings will be advanced and completed as monitoring wells. A soil sample will be collected at the GW interface. If significant contamination is screened/observed during boring advancement one more additional soil sample will be collected. A groundwater sample will be collected from each MW plus one duplicate. Additionally, four soil samples will be collected underneath the floor (plus one duplicate) in the boiler room, parking garage, and storage room. |

On this date, ADEC received the Site Investigation Report – Douglas Fire Hall HOT Site submitted by Carson Dorn and dated December 2011. Two MWs (MW-1 & MW-2) were installed down gradient and two soil samples were collected at 2.7 to 3.5 ft. bgs from the GW interface. The soil samples contained detectable levels of petroleum constituents but below ADEC cleanup levels (note: the RL for Benzene was elevated to 0.03 mg/kg for one soil sample). The GW sample from MW-1 contained detectable levels of contaminants, but below cleanup levels. The GW sample from MW-2 collected from a pocket of water with a visible sheen from an area of debris including: wood, a rubber hose, and plastic sheeting; contained benzene at 0.011 mg/L. Soil samples collected within the building at 1 to 1.5 ft. bgs from historic boreholes, BH-3 and BH-4 located in the parking garage and storage room respectively, contained detectable levels of contaminants, but below cleanup levels. Additionally, a GW grab sample collected within the building from the historic product recovery borehole BH-2 located in the boiler room contained DRO at 4.1 mg/L and RRO at 1.1 mg/L. This sample was collected from stagnant surface water. |

On this date, ADEC received the MW decommissioning letter Report submitted by Carson Dorn, dated April 26, 2012. Monitoring wells 1 and 2 were filled with sand and bentonite. Attempts to remove outer 4 inch casing was unsucesseful. the casing were cut 1 to 2 inches below grade. |

Cleanup Complete Determination Issued |
The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program, has completed a review of the environmental records associated with the Douglas Fire Hall HOT. Based on the information provided to date and the administrative record, the ADEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment. No further remedial action will be required as long as the site is in compliance with established institutional controls. |
