Site Report: Former Best Deal Auto Sales

Problems/Comments
The 0.30-acre former Best Deal Auto Sales property consists of three adjacent 0.10-acre parcels located in a mixed use (commercial / residential) area of Wasilla. The three lots were for used car sales since approximately 2005. The lots are all in Block 5 Wasilla Townsite and the corresponding addresses are: Lot 18 = 160 East Swanson Avenue, Lot 19 = 170 East Swanson Avenue, and Lot 20 = 180 East Swanson Avenue. Structures on Lot 18 include a 320 square-foot office building constructed in 2005, a small storage shed, and a CONEX storage container. A gravel-surfaced parking area covers Lots 19 and 20. Prior to 2005 the property was vacant, undeveloped land.
In May 2019 a Limited Phase II Environmental Site Assessment (ESA) was performed. Soil and groundwater samples were analyzed. Arsenic was the only contaminant measured in soil above the DEC cleanup level. Several petroleum compounds were detected in soil below DEC cleanup levels. Arsenic and naphthalene were confirmed in ground water above DEC cleanup levels.
Indications of potential contamination and potential sources of releases observed during the ESA of the Best Deal Auto Sales property included multiple areas of oil staining (up to 2 square-feet) noted on the ground surface in the parking area and portions of the rear of the property; the presence of numerous discarded empty bottles and containers of motor oil and other automotive service fluids, three unlabeled apparently-empty 55-gallon drums, and many discarded auto parts located on gravel-covered surfaces.
The adjacent property to the south/southeast, located at 161-185 East Herning Avenue and 300 North Willow Street, was formerly occupied by Wasilla Machine, also known as Wasilla Machine Shop, from the 1980s through 2005. DEC records indicate that discharges of petroleum products and solvents used in cleaning engines to the ground surface at the site had resulted in soil contamination. Contaminated soil removal was performed and the sites were closed in 2001.
