Problems/Comments

In January 2020, EPA provided a Targeted Brownfields Assessment (TBA) for the Former Alaska Native Service Hospital in Anchorage. The properties included were East Addition Subdivision, Block 35, and Lot 2, Block 36, and are located on the north side of East 3rd Avenue between the Fairbanks Street right-of-way and Ingra Street. When the former hospital buildings were demolished in 1999/2000 asbestos-containing building materials, lead-based paint, and polychlorinated biphenyl-containing transformers and light ballasts were removed from the property. At least one segment of buried asbestos-containing pipe was removed, however, it is not known whether additional such buried piping exists on the property. Following demolition activities, surface soil samples were collected and analyzed for lead. Sample results did not exceed regulatory cleanup levels. Two recognized environmental conditions (RECs) were identified during the 2020 TBA - both of which are tracked under separate Hazard IDs in the Contaminated Sites Program database as described below: Subsurface contamination, originating from the adjacent Alaska Real Estate Parking Lot site (Hazard ID 4048 / File No. 2100.38.434), has migrated onto the property. Tetrachloroethylene (PCE) and trichloroethylene (TCE) were detected in on-site groundwater, and PCE and total petroleum hydrocarbons were detected in on-site soil gas. Groundwater and soil gas contamination is located in the southeast portion of the subject property. There was an underground storage tank (UST) release (Alaska Native Medical Center / Hazard ID 23736 / File No. 2100.26.474), discovered in March 1992, on the north side of the former hospital loading dock. Contaminated soil from this release was excavated and the site was closed in 1998.
