Site Report: Kasaan Old Presbyterian Church

Problems/Comments
The Kasaan Old Presbyterian Church site (Lots 6 and 7) is approximately 0.575 acres in size, with two structures on the property. Both buildings are in disrepair and have fallen down. In addition, there is a large amount of vegetation overgrowth on the property. The site has been occupied since the early 1900s. Lead and asbestos contamination are possible from building materials used at the time the structures were built. Petroleum contamination was also possible from potentially leaking fuel tanks and the possibility that used oil may have been released to the ground. An assessment was necessary on the dilapidated buildings and the surrounding areas to see if and where there are contaminants that could impact reuse. In 2020, the site was awarded an assessment pursuant to the DEC Brownfields Assessment and Cleanup (DBAC) services program. Lot 7 is a vacant lot adjacent to the local school.
Site assessment activities were conducted in June 2021. Upon arrival, DEC’s contractor, NORTECH, observed that Lot 7 had been covered by several feet of rock. In November 2020, during construction activities at an adjacent property, an equipment operator noticed a diesel smell and visually impacted soils. Construction was halted and the release reported to DEC. The spill is listed in the ADEC Spills Database as Spill # 20119931801. After scraping of Lot 7 was completed, an area approximately seven feet by 10 feet was excavated to a depth of six feet below ground surface to remove the visibly contaminated soil. The area, including Lot 7, were then graveled over to create a rock pad.
Limited remains of a single structure were present on Lot 6, but only roofing paper and what
appeared to be unpainted wood remained. NORTECH conducted field screening of Lot 6 and of the remaining building structure for evidence of lead, asbestos, and petroleum contamination with limited sampling. Field screening results suggested and samples confirmed no evidence of lead-based paint or asbestos in the remaining building materials. Petroleum was also not detected on Lot 6. However, lead was found above DEC cleanup levels in soils on Lot 6 from an undetermined source. More assessment is needed to determine the source and extent of lead contamination on the property.
