Problems/Comments

In 2018, during replacement of gas station dispensers at the Holiday Station Store #611, contaminated soil was encountered at three of them. These dispensers included one gasoline and two diesel dispensers. Approximately 15 cubic yards of impacted soil were excavated from these dispensers and stockpiled. Confirmation soil samples collected 2.5 feet below ground surface (bgs) at the diesel dispensers contained diesel range organics (DRO) at 2,960 mg/kg and 1,000 mg/kg. The gasoline dispenser contained detectable concentrations of contaminants, but below ADEC cleanup levels. The 15 cubic yard stockpile was transported to Alaska Soil Recycling and thermally remediated.

4/16/2020 Site Characterization Workplan Approved On this date, ADEC approved the Work Plan to Release Investigation Activities, Holiday Station Store No. 611, 1530 Huffman Road ADEC [PPRP] Spill NO. 18239933102 submitted by Shannon & Wilson and dated December 26, 2019. The includes advancing borings adjacent to the suspected areas of contamination with three completed as monitoring wells. The soil and groundwater samples will be analyzed for petroleum constituents. 11/18/2020 Document, Report, or Work plan Review - other Shannon & Wilson submitted Release Investigation Activities report, dated October 2020. GRO, DRO, toluene, xylenes, tetrachloroethene, benzo(a)pyrene, benzo(g,h,i)perylene, and chrysene were detected in soil sample at concentrations less than the most stringent cleanup levels. GRO, DRO, dichlorodifluoromethane, trichlorofluoromethane, and tetrachloroethene were detected in groundwater sample below cleanup levels. 2/4/2021 Site Characterization Workplan Approved On February 4, 2021, the CSP approved the document titled, "Work Plan to Conduct Quarterly Groundwater Monitoring, Holiday Station Store No. 611" prepared by Shannon & Wilson, Inc. 8/11/2021 Document, Report, or Work plan Review - other The ADEC received the report titled, "Groundwater Monitoring, Holiday Station Store No. 611" which was submitted by Shannon & Wilson, the RP's consultant. This report summarized the groundwater sampling events that took place at the site in March and June of 2021. All three monitoring wells were surveyed and groundwater flow was evaluated to still be north/northwest. Four groundwater samples were taken, including a duplicate, and tested for GRO, DRO, VOCs, and PAHs. In March, several VOCs were detected in at least one monitoring well, but below ACED cleanup levels. No other analytes were detected. In June, DRO was detected in at least one sample (415 micrograms/liter), but was below the ADEC cleanup level of 1,500 micrograms/L. Several VOCs were also detected in at least one monitoring well, but were also below ADEC cleanup levels. No other analytes were detected. The ADEC is reviewing the report for approval. 10/6/2021 Document, Report, or Work plan Review - other The ADEC reviewed the report, "Groundwater Monitoring, Holiday Station Store No. 611" and requested that it be resubmitted to the department with all of the required information for a Final Closure Report, per 18 AAC 75.380. Flannery Ballard
11/2/2021 Site Characterization Report Approved The ADEC approved the revised Groundwater Monitoring report. This report summarized remediation events that have occurred on the site, provided updated soil and groundwater data, as well as an updated conceptual Site Model. The ADEC has requested a work plan to decommission the remaining monitoring wells on the site. The most recent Groundwater Monitoring Report has been attached to the database. Flannery Ballard
12/13/2021 Site Characterization Report Approved The ADEC received the report, "Groundwater Monitoring Well Decommissioning" on December 3, 2021 which describes the deconstruction of the three monitoring wells on site. After review, the ADEC approved the report. Flannery Ballard
3/7/2024 Cleanup Complete Determination Issued Based on a review of the environmental record, analytical results indicate detectable concentrations for Diesel Range Organics (DRO) remain in the soil at sample location EX1 and EX2 at concentrations of 1,000 mg/kg, and 2,960 mg/kg, respectively. These results are below ADEC Method Two Soil Cleanup Levels in 18 AAC 75.341 Tables B1 and B2 and ADEC has determined that residual contaminant concentrations meet the human health cumulative risk criteria for residential land use.
