Problems/Comments
In September, 2019 a 10,000-Gallon underground storage tank (UST 5) was removed from the ground at the Glennallen Fuel and Service Station. UST 5 was a dual-compartment tank and contained both gasoline and diesel. It had been out of service since August 2013. Laboratory analysis confirmed the presence of petroleum-contaminated soil above DEC cleanup levels. Additional site characterization is needed. Other registered USTs at the facility include USTs 1-4 that were removed in 1993, and USTs 6 & 7 that were still in use when UST 5 was removed.

|---|---|---|---|
| 8/5/2020 | Site Added to Database | A new site has been added to the database | Mitzi Read |
| 8/5/2020 | Leaking Underground Storage Tank Release Confirmed - Petroleum | LUST site created in CSP database for source area 10,000-Gallon Gas & Diesel UST #5, 80631 | Mitzi Read |
| 8/13/2020 | Potentially Responsible Party/State Interest Letter | ADEC staff sent a Potentially Responsible Party letter to the general manager of American Village of Alaska, Inc. | Laura Jacobs |
| 8/13/2020 | Workplan Requested | A letter was sent electronically to the RP requesting a work plan for site characterization efforts. | Laura Jacobs |
| 8/27/2020 | Document, Report, or Work plan Review - other | ADEC staff reviewed the Site Assessment report for the Underground Storage Tank#5. Several gaps exist in information gathered. A revised report was requested to be returned by October 1, 2020. | Laura Jacobs |
| 9/29/2020 | Document, Report, or Work plan Review - other | Work plan was approved for conducting site characterization activities. At least four soil borings will be drilled to 20 ft below ground surface (bgs) or lower if contaminants are found. Borings will be screened every 2 ft, and analytical samples will be collected at locations along the boring that screen above 20 ppm. Groundwater samples will be collected from temporary wells if groundwater is encountered. The drinking water well on site will be sampled, after confirming no filtration is in place. | Laura Jacobs |
| 2/18/2022 | Meeting or Teleconference Held | DEC met with the consultant leading work at this site to discuss water use on site, location of utilities, and possible future filtration requirements. Report review is in progress, and will be completed shortly. | Laura Jacobs |
| 3/25/2022 | Workplan Requested | A second letter was sent to request immediate action to gather drinking water samples from surrounding wells to determine whether leaked fuels are affecting area drinking water wells. | Laura Jacobs |
| 3/31/2022 | Leaking Underground Storage Tank Cleanup Initiated - Petroleum | Action addition for grant reporting purposes. | Evonne Reese |
| 4/18/2022 | Document, Report, or Work plan Review - other | Review of the site characterization report for UST 5 site was completed and comments were issued. Four borings were completed but groundwater was not sampled. The excavation area had levels of tetrachloroethylene below the Migration to Groundwater cleanup levels where excavated soils were used to backfill the excavation area. Information regarding the tap water that was sampled is missing from the report. The contaminated soil stockpile is still on site. | Laura Jacobs |
| 1/10/2023 | Update or Other Action | Requested follow-up to site characterization process after a lengthy period of inaction. | Laura Jacobs |
| 6/1/2023 | Document, Report, or Work plan Review - other | Reviewed the site characterization reports for both of these sites and issued an approval for both in one letter to the RP. DEC requested determination of groundwater flow direction and an additional sample effort of the tap water from the bathroom facilities to confirm the non-detect resulting from a 2021 sample that was biased low. Requested a groundwater investigation downgradient from the UST excavation area, with seasonal sample efforts that might become quarterly to determine seasonal trends in contaminant spread. Also requested information about soils used to backfill excavation pit because of sample results indicating contaminants above cleanup levels in those soils. | Laura Jacobs |
| 2/23/2024 | Workplan Requested | [Backdated 12/20/23] - DEC sent a letter on 2/23/24, requesting additional site characterization and sampling be performed. | Livia Bracker |
