Problems/Comments

On 09/14/2020, during construction activities at One Sealaska Plaza, workers discovered two areas of possible petroleum contamination and one ~1,000 gallon concrete tank containing an unknown volume of possible petroleum product(s). There is documentation of Union Oil Company of California as previous owners of the site but there is not clear documentation of land use under Union Oil Company. Land ownership is in the process of being transferred to Sealaska Heritage (nonprofit) from Sealaska Corporation. Sealaska Heritage is assuming responsibility for the clean-up of this site. Potentially contaminated soil was discovered on September 12, 2020 in two areas of the project site (within Lot 1), and a concrete underground fuel tank (UST) was also discovered. The UST was pumped on September 16, 2020 resulting in eight (8) 55-gallon drums of diesel and water. The broken 1” rusted iron fitting on the top of the UST and the location directly adjacent to the historic store gives indication the UST is a heating oil UST. Within ADEC SPAR CS Underground Storage Tanks Unit decision was made that ADEC had no objection to closing the UST as an unregulated heating oil tank, based on historic maps, plats and property records. This tank has been pulled.

Approximately 30 yards. Landfarming or similar may be best option. (2) Trucano Yard: DRO, mercury, and napthalene above MTG, below HH. Approximately 1000 yards of contaminated soil have been burried under other soils. Soil is approximately a 3' lift, and 60'x65'. (3) Coogan Yard: DRO above MTG, lead above HH, mercury above MTG and below HH, and select PAH and VOC exceedances. Contaminated soil is now burried under other soils. Sealaka Remediation will explore alternative cleanup levels, sampling groundwater, and/or modeling as potential next steps at Trucano Yard and Coogan Yard. Kara Kusche

9/27/2022 Risk Assessment Workplan Approved ADEC sent the Sealaska Heritage an approval letter for the “Sealaska Heritage Institute Draft Work Plan Addendum II”, dated September 23, 2022. Activities in the workplan include confirmation sampling beneath the former contaminated soil stockpile located at Coogan Construction (Coogan Yard). Contaminated soil will be transported to Waste Management Inc.’s (WMI) Arlington, Oregon facility during October 2022. Following contaminated stockpile removal, collection of soil samples beneath the stockpile will be taken.
