Received August 2004 West Side Evaluation Report. The Evaluation Report documented MWH’s investigation on the extent of soil and groundwater contamination on the west side of the trailer park and the air quality at the nearby Eagle River Shopping Center. A monitoring well (G17) was installed near Trailer #6 and an indoor air sample was collected at the Eagle River Shopping Center. The analysis of soil and groundwater collected during the installation of G17 revealed that contamination is likely present from 15 to 25 feet below ground surface near Trailer #6, yet has not impacted groundwater in this specific area. The analysis of indoor air revealed that the groundwater contamination discovered in monitoring well G14 is not adversely impacting indoor air quality in the Eagle River Shopping Center. |

ADEC has determined that no further remedial action is required at this site even though levels of hazardous substances remain in soil and groundwater above the established cleanup levels. Contaminated soil that exceeds the ingestion and inhalation pathways is capped with an asphalt cover to prevent exposure. The contamination that remains on the property will naturally attenuate and/or remedial measures may be employed to enhance the natural processes. The groundwater on the eastern portion of the site will be treated using an air sparge system. If (or when) soil contamination is excavated, it shall be subject to the cleanup rules that require treatment and disposal in accordance with 18 AAC 75 regulations. |

Institutional controls established are as follows:
1. any proposal to excavate and/or transport soil from the area requires ADEC approval in accordance with 18 AAC 75.325(i);
2. groundwater shall be monitored in accordance with 18 AAC 75.345(h) to ensure contamination is decreasing and/or not migrating off site. A groundwater monitor plan shall be submitted for ADEC review and approval;
3. this site shall be listed in the Department’s database as a conditional closure with applicable restrictions and/or conditions; and
4. if future information indicates contamination is present at levels that may pose a risk, additional assessment and/or cleanup action may be required;
5. a Notice of Environmental Contamination documenting the nature and extent of contamination remaining on site shall be attached to the property. It must be a recorded document (in the State Recorder’s Office) that identifies contamination issues and any restrictions and/or conditions necessary to protect human health and the environment. |

Reviewed report regarding the excavation of a trench around the P100 Test PIt #1 area. Approximately 50.7 tons of contaminated soil was thermally treated at Alaska Soil Recycling during the excavation event. A gas line along the northen edge of the excavation trench inhibited the removal of an estimated 10 cubic yards of contaminated soil. The levels of GRO in confirmation samples along the northeastern edge of the trench exceeded migration to groundwater cleanup values. |

DEC reviewed recent site data and the site conditions in order to determine future institutional control requirements for the site. A letter was issued to affiliated parties on November 15, 2007 and discussed the following issues: Area P33; long-term groundwater monitoring at monitor wells G1, G7, and G8; and decommissioning the public water well system.
DEC is aware that the subject property will no longer be utilized as a mobile home trailer park by November 16, 2007 due to a transfer of property ownership. In light of this occurrence, DEC requests that the Class A Community Water System (CWS) be decommissioned by May 30, 2008.
DEC has determined after review of the report titled "Lazy Mountain Trailer Court Additional Excavation at Area P33” that no further action is required for area P33 and therefore, the institutional controls established in the Record of Decision, dated September 2005, no longer apply to Area P33.
DEC requests that Mr. Swain or the new owner of the subject property facilitate the submittal of a long term groundwater monitoring plan to DEC by May 15, 2008.

DEC recently reviewed a letter dated February 27, 2008 that was prepared by Terrasat. In the letter, Terrasat requested approval to replace a monitor well, designated G-7 since a building is slated to be built and cover its present location. Monitor well G-7 would be moved approximately 10 feet directly east and more upgradient of the dissolved contaminant plume. DEC issued a letter on March 6, 2008 approving of the proposed well replacement. |

DEC staff reviewed a groundwater monitoring plan dated April 23, 2008., which was prepared by Terrasat Inc.. Within the plan,
Terrasat Inc. proposed that monitor well G-7 not be replaced but rather sampled four different times in 2008 with the intent of decommissioning the well in 2009. Monitor wells G-1 and G-8 will be tested in 2008, 2013, and every five subsequent years for BTEX, DRO, and GRO until contaminant levels meet DEC cleanup criteria.
DEC issued a letter on May 19, 2008 approving of the groundwater monitoring plan provided:
• Terrasat Inc. will sample wells in accordance with CSP’s September 2000 Guidance for Cleanup of Petroleum Contaminated Sites;
• Terrasat Inc. will complete a data review CSP checklist for each laboratory data deliverable received; and
• Terrasat will notify CSP at least 2 days prior to initiation of field work so that CSP can inspect work activities.

The report was dated August 25, 2008 and documented the decommissioning of nine groundwater monitoring wells, and the sampling of wells G-1, G-7, and G-8. In all three wells sampled, the levels of DRO exceeded DEC cleanup criteria; however, the levels of DRO decreased from the prior sampling event. |

Coronado Park Subdivision (2107.38.021) is a site bordering Lazy Mountain Trailer Court and is also has a cleanup complete status. Coronado Park Subdivision will have soil removed from the site with DEC approval. The following are actions that were placed in the Coronado Park Subdivision database record by the site project manager. March 13, 2013 - Met with BGES and stakeholders in the development of a new building to be developed on the site. BGES agrees to provide work plan which will address screening and sampling of contaminated soil, if encountered, and measures to mitigate potential VI in the building if contaminated soil is encountered. The building will have a below-ground parking garage with the base of the parking garage's slab at approximately 12 feet bgs. March 19, 2013 - Approved BGES's work plan for sampling and segregating contaminated soil at the site, should evidence of contamination be encountered during the parking garage excavation.

DEC received a letter from BGES on behalf of Cook Inlet Housing Authority (CIHA) regarding Coronado Park Subdivision (2107.38.021) which borders Lazy Mountain Trailer Court. Lots 4 and 19 have been sold, and will be redeveloped into condominiums. Lots 3 and 18 will also be sold within the next year. The letter states that for the construction of the condominiums, soil will be excavated and re-used or disposed of as uncontaminated unless contamination is encountered, in which case DEC will be contacted. The lots for sale appear to be within the bounds of this site. DEC staff, Jake Gano (project manager for the Coronado subdivision) and Evonne Reese, approved the request.

Well G-8 detected DRO at 34.5 mg/L, above the Table C level of 1.5 mg/L. BTEX compounds were detected in well G-8 below Table C cleanup levels. Well G-8 has shown a steadily decreasing trend for DRO since monitoring began in 1999. |

Lots 4 and 19 (originally part of Lazy Mountain) have been sold to a private company and are being built as condo units. CIHA hopes to sell some or all of the remaining lots in the future, depending on market conditions. Lots 3, 4, 18, and 19 are not in the area of contamination. |

There is remaining contamination on Lot 2 which is subject to institutional control requirements. The work plan included contingency options for vapor intrusion mitigation if contamination is encountered in the vicinity of the future building locations. Construction is scheduled to begin in June 2019. |

Construction and redevelopment is currently taking place on this property according to the soil management plan approved in May 2019. A small volume of suspected contaminated soil was encountered and placed into three different stockpiles. The stockpiles were sampled with a modification in the number of samples from the soil management plan, with approval from CS program management. The analytical results showed all samples were below cleanup levels, therefore I provided approval to use the soil as part of the redevelopment on the property. I also provided an approved soil transport form in case any clean soil is moved from the site.
