Problems/Comments

Craig's Anchor Point Garage was a private residence and fuel service station and repair garage. In 1979, ADEC received complaints of gasoline odors in two drinking water wells in Anchor Point, and Craig's was identified as one potential source of gasoline contamination. In investigating the source of gasoline responsible for contaminating the drinking water wells, ADEC funded some site assessment work on several properties in Anchor Point, including the Craig's property. When groundwater quality was assessed in 1987, Craig's was not found to be a significant source of contamination of the 50-foot-deep groundwater aquifer. Hazardous substances identified on the Craig's property from 1986 through 1989 included oil, grease, gasoline, antifreeze and sewage. Sources of contamination included gasoline releases from two gasoline underground storage tank (UST) systems, two garage floor drains discharging into buried automobiles being used as subsurface leach pits, leaking 55-gallon drums of waste oil, and surface spills and disposal of petroleum and waste oil. The precise extent of contamination has never been thoroughly assessed and identified. The site is in a mixed residential/business area. Groundwater serves as the source of drinking water from individual onsite drinking water wells. The Anchor Point Safe Water Corporation community water system is available to landowners serviced by that community water system distribution piping. ADEC prepared and received a signed Compliance Order By Consent (COBC) from Mr. Craig in December, 1990. The COBC required the assessment and clean up of known areas of hazardous substance contamination, however Mr. Craig never performed the required work, citing a lack of funds. ADEC's last records of active involvement with pursuing the assessment and cleanup of this property date back to 1991. At that time, the quantity and concentration of hazardous substance contaminated soil apparent on these properties was not felt to pose a threat to the quality of the 50 foot deep sole-source drinking water aquifer. To the best of ADEC's knowledge (as of November, 2005), this property has not been further assessed or cleaned up since 1991, and hazardous substance contamination remains on these two properties. 8/1/1979 Preliminary Assessment Approved M. Lucky spoke with R. Craig, who stated that he had a broken gas line between a UST (1,000 gallon gasoline) and the dispenser island. The gas pump quit working on 3/12/79, after several months of marginal operation. Apparently the line had been leaking during this time and most likely occurred during spring breakup. The tank filled with water and gasoline flowed out at the break and was absorbed into the surrounding soils. Mike Lucky
8/20/1979 Preliminary Assessment Approved D. Gilman of the Kenai Peninsula Borough and Dr. Fritz of Anchor Point informed KDO of contaminated wells owned by L. Kline and the Heddle Cabin Shop. Water from both wells had the appearance and odor of gasoline contamination. House plants being watered from these sources were dying. 6/30/1986 Interim Removal Action Approved (Old R:Base Action Code = REM - Removal / Excavation). In June 1986, gasoline remaining in the 2000-gallon gasoline UST was pumped to an above ground tank and the water to the ground surface. On 6/30/86 the tank was excavated and the soils around the tank inspected and sampled by ADEC's Mike Lucky. M. Lucky obtained soil samples from the tank excavation and from the ground surface in front of the garage door. The samples were analyzed for lead and did not show lead above the detection limits. 7/26/1986 Update or Other Action (Old R:Base Action Code = FI - Field Inspection (General)). In July 1986, gasoline remaining in the second, 1000-gallon UST, was pumped to an above ground tank. Any water in the tank was pumped to the ground surface. On July 26, 1986, the 1,000-gallon UST was removed and the surrounding soils contained a strong gasoline odor. M. Lucky obtained a soil sample from the excavation that showed low levels of benzene, toluene and ethylbenzene, but 30 ppm xylenes. Mike Lucky
4/23/1987 Site Characterization Report Approved (Old R:Base Action Code = SI - Site Investigation). Field work for an Anchor Point area-wide groundwater investigation was completed in two initial phases. One phase of field work was performed in the spring of 1987. The 2nd phase of field work was performed in the fall of 1987. This field investigation work was overseen by ADEC staff Paul Horwath. The purpose of the investigation was to determine the source or sources of gasoline contamination that were contaminating the 50 foot deep sole-source drinking water aquifer serving as the drinking water source in this vicinity of Anchor Point. A total of 9 drinking water wells over a 1/4 mile length of downtown Anchor Point were polluted with gasoline. Thirty-six (36) drinking water wells and 4 springs were sampled, sixteen (16) soil borings were drilled and sampled and groundwater monitoring wells were installed in eight (8) of these soil borings. One groundwater monitoring well was installed on the Craig's property and a soil boring was drilled near the former UST systems on the Craig's property. It was ultimately determined that Craig's Anchor Point Garage had not significantly degraded the groundwater quality in the 50 foot deep sole-source aquifer tapped by local drinking water supply wells. The source of gasoline responsible for contaminating the local drinking water aquifer was determined to have originated from Sarges Multi Service Station (former Anchor Point Texaco station). Some soil contamination was detected in the relatively shallow portion of the soil profile on the Craig's properties, however groundwater contamination was detected at barely detectable concentrations in the 50 foot deep monitoring well that was installed down-gradient of the affected areas on the Craig's properties. 10/27/1987 Meeting or Teleconference Held (Old R:Base Action Code = FI - Field Inspection (General)). Site visit by ADEC staff Paul Horwath and David Knuth and meeting with Mr. Craig during the 2nd phase of field work on the area-wide Anchor Point groundwater contamination investigation. Mr. Bob Craig pointed out a location behind the shop where two buried vehicles act as a leach pit in accepting waste water from the floor drain, sink and toilet in his auto repair shop. A buried vehicle in a second location off the southeast corner of his trailer acts as a leach pit for the trailer. Also, the Craig's residential washing machine discharges wastewater to the ground surface beneath the mobile home trailer serving as the Craig's residence. ADEC personnel noted obvious staining in the ditch in front of the station and a large area of stained gravel in front of the garage that has been present since at least 1979. 10/22/1988 Cleanup Assumed by ADEC (Old R:Base Action Code = MS - Monitoring/Sampling). ADEC staff Doug Lockwood and John Halverson met with Mr. Craig at his garage, working under funding provided by the Kenai Special Appropriations project. Mr. Craig excavated a portion of his cesspool. Water was encountered at a depth of 2.5 feet. The water exhibited a sheen, and black oily substances were visible floating on the water surface. Liquid samples were obtained from beneath the surface. Sludge samples were skimmed off the surface and soil samples were collected from the sides of the excavation. A dye test was conducted on the floor drain in the shop and it was determined that the floor drain discharged wastewater into the cesspool. ADEC sent samples to a laboratory for analyses. Results indicated up to 76 ppb benzene, 37 ppb toluene, 73 ppb ethylbenzene and 240 ppb xylenes. The sludge showed up to 22 ppb benzene and 321 ppb total BTEX. The soils from the excavation showed 0.64 ppm benzene and 10.24 ppm total BTEX. No PCBs were detected in the cesspool samples. John Halverson

9/25/1991 Update or Other Action Ron Rozak, the Craig's consultant, informs ADEC staff Deric Marcorelle that Bob Craig has no money to pay for the estimated $31,000 worth of work associated with the COBC required work tasks. Mr. Rozak states he is suspending work until Mr. Craig provides satisfactory financial arrangements to pay for the work, and Mr. Craig directs that work proceed. Paul Horwath
9/27/1991 Update or Other Action Mr. Craig meets with ADEC staff in the Soldotna office and tells ADEC he can not pay for the COBC required work tasks. States that he would let the State do the cleanup and put a lien on his property. Mr. Craig states he does not have the time or money to clean the site. Meeting lasts 2 1/2 hours. Paul Horwath

11/22/2005 Update or Other Action ADEC staff Horwath talked with Mr. Bob Craig by telephone to inquire about the current use of the properties. Mr. Craig said the auto repair garage hadn't been operated for many years and that the garage floor drain(s) and leach pit(s) likewise hadn't been used for a long, long time. Most of the drums of waste oil have been disposed, and some of the junked autos had been removed from the property and disposed at the Borough landfill. Horwath told Mr. Craig he would call him in the spring/summer of 2006 for purposes of inspecting the property at that time. Mr. Craig said that would be fine. Paul Horwath
