Problems/Comments

A 3,000-gallon diesel underground storage tank (UST 1) was removed on November 12, 2019 at the United States Postal Service (USPS) facility at 1207 Sawmill Creek Road in Sitka. The UST was originally installed on June 23, 1986 on the east side of the Post Office building. An ADEC "Notice of Intent to Close or Change in Service Form" was submitted to the Department in accordance with 18 AAC 78 and on September 12, 2019 ADEC issued an "Authority to Proceed Letter" that authorized UST closure between October 1, 2019–December 10, 2019. UST closure activities included field screening and analytical sample collection. Approximately 50 cubic yards of potentially-contaminated soil were stockpiled. One sample exceeded the Table 2B migration to groundwater (MTG) cleanup level for naphthalene. All other sample results were either non-detect or below the Table 2B MTG cleanup levels for gasoline range organics, diesel range organics, residual range organics, volatile organic compounds, and polycyclic aromatic hydrocarbons. The exact cause of the release is unknown.

8/12/2021 Site Characterization Workplan Approved "Release Investigation/Interim Corrective Actions Work Plan" approved on this date. The work plan proposes excavating a test pit and collecting samples from the location of SIT_003 to determine the vertical and horizontal extent of naphthalene contamination. A minimum of six analytical soil samples (including one duplicate) will be collected and analyzed for DRO and PAHs. Field personnel will dig additional step-out pits based on field screening results from the proposed sampling location. The investigation of groundwater contamination may be required if the results of this field effort indicate that soil contamination remains above the MTG cleanup level. Julie Fix

ADEC granted approval on this date for changes to the workplan. 6/30/2022 Final Cleanup Report Reviewed The "Release Investigation and Final Corrective Action Report" was approved on this date. A test pit in the location of the former UST was advanced to bedrock at 8-10 feet bgs. Six soil samples were collected and analyzed for DRO and PAHs. All samples were non-detect for both DRO and PAHs, including naphthalene. The report requests that the site be considered for closure. Julie Fix
