Problems/Comments

A tank overfill occurred in November 2020 when an employee began a tank tranfer at a 5,000 gallon day tank and walked away. It is estimated that approximately 7 hours passed before it was discovered and the rate is estimated to be 1000 gal/hour. There was an unknown amount of fuel in the tank before the transfer. A site assessment was performed in July 2021 and indicated soil contamination and visible sheen on the groundwater.

4/8/2022 Document, Report, or Work plan Review - other Staff completed a review of the site assessment report submitted to document the release of diesel fuel near the day tank of the Water Treatment Plant. Soil samples resulted in levels of diesel range organics above the Human Health cleanup level in a test pit near the source area. Groundwater samples were not collected at the time although was very shallow and appeared in all of the nine test pits that were no deeper than six inches below ground surface. Laura Jacobs
6/24/2022 Document, Report, or Work plan Review - other A work plan was approved to conduct additional site characterization in an effort to determine treatment options. Well points will be installed and sampled in five locations, three locations along the edge of the dead vegetation, one upgradient of the spill area, and one directly adjacent to the source area. A drinking water sample from the raw water intake will be collected and analyzed for gasoline range organics, diesel range organics, volatile organic compounds, and polyaromatic hydrocarbons. Well points will be surveyed to document well locations and topography. The consultant also plans to conduct a drone survey of the spill site and surrounding areas to document the spill's impact to vegetation, and collect elevation data of the area. Laura Jacobs
12/20/2022 Document, Report, or Work plan Review - other The Selawik Water Treatment Plant Diesel Overfill Site Characterization Report was reviewed and approved. Petroleum contamination remains at the Selawik Water Treatment Plant (WTP) based upon soil pit data, and the extent of impacted vegetation. Standing water exhibits sheen when disturbed due to the depth of sedge vegetation/peat layer acting like a sponge. Surface water samples had concentrations of petroleum contamination exceeding the DEC cleanup level. There is not, however, a nexus that would connect the surface water from the spill to an offsite property to the north, beyond the road. The area appears to be a low point in comparison to other nearby areas. Laura Jacobs
