Problems/Comments
In 1954, Sutton residents refurbished an old dormitory building from Eklutna and added a basement and foundation to use for residents to meet or hold community activities. For over forty years, the building served as a community hall for residents in Sutton, Eska, and Jonesville. The building has not been used since the early 2000's due to building damage and suspected contamination. Asbestos is believed to be in the building and lead contamination may be found around the building from shooting contests. Nay'dini'aa Na Kayax (Chickaloon Native Village) submitted a DEC Brownfield Assessment & Cleanup (DBAC) application for a Phase I Assessment and Phase II Cleanup. The community wishes to turn the building back into a usable community hall.

12/30/2023 | Site Characterization Report Approved | Hazardous Building Material Survey (HBMS) report was approved by ADEC Project Manager, Breanna Mahoney. A titak if 55 XRF readings were taken from all identified different testing combinations, from interior to exterior portions of the structure (Sutton Community Hall). None of the readings exceeded the EPA regulatory limit of 1.0 mg/cm2. Two samples were determined to be "asbestos containing" which was the pink shingle exterior siding material and tan vinyl sheet flooring material located in the main room and the restroom were reported to contain 30% chrysotile asbestos. 2/1/2025 | Site Visit | On January 29, 2025, DEC staff (Breanna Mahoney- Project Manager) attended a site visit with Richard Chiolero (CVTC Tribal Response Program Coordinator), Kyle Robillard (Tribal Response Program Coordinator with Knik Tribal Council), David Bentti (Engineer with PND Engineers), Chris Whittington-Evans (Architect with Wolf Architecture), Dawn Deaver (Nurse with State of Alaska Department of Health), and Barb Leppanen representing the Sutton Community as a resident) to walk through the building while David Bentti (engineer with PND Engineering) and Chris Whittington (Architect with Wolf Architecture) assess the structural integrity of the building for potentially moving the upstairs/ground level of the floor could be salvaged and moved to a different location. During the walk-through it was noted that the roof had no structural support and load bearing trusses and that the structure was not in a state nor was it originally built to withstand moving it a second time. The original structure was moved from Eklutna to the subject property in 1954, in order to be used for hosting community events. The consultant is going to prepare a final write up/report documenting that the structural integrity of the building would not withstand further transport or movement. The contractors will prepare a final report documenting this and it will be provided to the community to discuss next steps for the site/building. Informally, Richard said the next steps will include hiring a Contractor to do further Site Characterization to better assess subsurface contaminants (if there are any at that depth) and to determine what to do with the existing structure which has documented evidence of asbestos in mastic, outside siding, and in popcorn ceiling. | Breanna Mahoney |
