Problems/Comments

Stained soil was observed around old transformers at the high frequency facility, thus it was identified as an area of concern under the Defense Environmental Restoration Program for Formerly Used Defense Sites. The site was used by the DoD as an Air Force Station. The original withdrawl in 1951 was 5,300 acres, but only ~70 acres were developed by Army and then Air Force. DoD relinquished the property between 1972-74. Several separate areas of concern were identified at the site including: the main complex area, ACS/MARS facility, the Operations Building, Landfill/trench disposal area, Rifle and Firing Ranges, and the High Frequency Facility. Site Characterization and removal action work was done in phases. Last staff assigned were Halverson and Caillouet. A decision document has not yet been completed for this site, however, ADEC and the Corps are in general agreement that no further action is necessary at the HF facility. The decision document has been held up due to concerns over other source areas that the larger "site".

2/3/1992 Update or Other Action OHM submitted a removal action report to the Corps documenting cleanup of drums, transformers, batteries, other containers of waste and some soil from the Wildwood sites. Three transformers were removed from the HF facility. Wipe samples from inside them did not contain elevated PCBs. Surface soil was removed from a small area (35 square feet) to a depth of six inches, from the stained area at the HF transformer site. No confirmation samples were collected from the limits of excavation. John Halverson
1/25/1995 Site Characterization Report Approved E&E submitted the Phase III Remedial Investigation Report - Cleanup Design. Groundwater monitoring probes were installed at the HF facility to determine whether the removal action was sufficient to address this area. Groundwater samples did not contain contaminants above drinking water standards. No further investigation or cleanup was proposed for this area. John Halverson
7/20/1996 Update or Other Action ADEC received a draft record of decision for the Wildwood Air Force Station FUDS. It recommended no further action for the HF facility following completion of a removal action to address some residual petroleum contaminated soil. ADEC concurred with this portion of the ROD, however, there were several issues on other source areas that were not resolved between ADEC and the Corps. The ROD has not been finalized. John Halverson
11/22/1996 Interim Removal Action Approved HLA/Wilder submitted a Remedial Action Report for removal actions done during the summer of 1996. An additional 5 cubic yards of soil from the former transformer pad area were excavated and shipped off-site for thermal treatment. Confirmation samples from the base of the excavation contained up to 4,500 mg/kg DRO. John Halverson

6/2/2005 Site Characterization Workplan Approved A work plan for Site Characterization and Attenuation Monitoring was approved with minor comments. The work plan describes the planned investigation to delineate further the locations of remaining NAPL at the various source areas within the former Wildwood AFS using the Rapid Optical Screening Tool (ROST), Laser-Induced Fluorescence (LIF). It includes sampling and analysis to calibrate the results of the ROST LIF work and to further characterize contaminant nature and obtain data with which to evaluate the status of each source area using current Method II and III tools, and possibly a 4-phase partitioning model. Sampling and analysis will also obtain data with which to evaluate natural attenuation occurrence at each source area. Debra Caillouet

9/5/2007 Update or Other Action Staff reviewed and prepared comment on No DOD Action Indicated Report, Wildwood AFS, F10AK0251 HTRW Project 03, Draft July 07 The report summarizes the actions and data for twelve areas of concern at the former Wildwood Air Force station that are located at the High Frequency Facility, ACS MARS facility, Operations Building Facility, Rifle Range, Firing Range, Main Complex, and the Main Drum Storage Area. Comments on the draft document are being provided on the attached table. In general, DEC agrees with the conclusions to close these sites after the appropriate public comment period with the exception of the High Frequency Facility where the data supports a Conditional Closure. 9/5/2007 Site Characterization Report Approved The ROST/LIF Investigation, Former Wildwood Air Force Station, Revision 1, April 2007 Report was reviewed and approved. The report presents the results of the investigation at multiple areas within the former Wildwood AFS during the summer of 2005. The logs from the ROST/LIF are presented along with laboratory analysis results. The report provides valuable site characterization data to support future decisions and generally meets the requirements of 18 AAC 75.335 Site Characterization. Debra Caillouet

9/12/2008 Cleanup Complete Determination Issued This alternative is the selected remedy because this site has a small amount of remaining contaminated soil at the former transformer pad location that may exceed the most stringent ADEC Method Two cleanup levels, but there are no completed exposure pathways and therefore this soil presents no unreasonable risk under the present land use. Although the remaining soil does not present an excess risk at its current location, the soil should not be excavated and moved to a different location where it could potentially pose an unacceptable risk, such as a wetland or other sensitive environment. For this reason, the site does not warrant an “unrestricted” status. Debra Caillouet

8/5/2009 Cleanup Plan Approved Staff approved the Kenaitze Indian Tribe work plan under NALEMP to remove the tank containment area, concrete building and pad, and the 1/2 tank bottom. 1/24/2013 Final Cleanup Report Reviewed Soil Removal and Confirmation Sampling Report, Former High Frequency (HF) Wildwood Air Force Station, January 23, 2013 The report documents the removal of DRO contaminated soil to below the most stringent cleanup level of 250 mg/kg and the proper disposal of the contaminated soil. ADEC has no comment on the report. A Cleanup Complete decision can be granted once the monitoring wells on site have been properly decommissioned. The report states that a drill rig will be required to decommission the wells. ADEC suggests you review the November 2011 Monitoring Well Guidance and determine if one of the other methods could be used. Debra Caillouet
